HomeMy WebLinkAbout111 94 c~: :cslo..Md ~ '0' l7$ftj , f'Ni:O 17) ~tJ vúf1N t!J>. 1~.11f ~94J JEFFERSON COUNTY STATE OF WASHINGTON IN THE MAlTER OF THE PROPOSED NATIONAL MARINE SANCTUARY FOR NORTHERN PUGET SOUND } } } RESOLUTION NO. 111-94 WHEREAS, Congress has provided that Northern Puget Sound will be considered for National Marine Sanctuary status; and WHEREAS, the Department of Commerce, through the National Oceanographic and Atmospheric Administration (NOAA) and in cooperation with the State of Washington is considering both the scope and the advisability of establishing said Marine Sanctuary; and WHEREAS, certain Counties may be included wholly or in part in said sanctuary; and WHEREAS, affected Counties have an obligation to provide reasoned input to proposals that may affect the citizens of those Counties; and WHEREAS, the National Marine Sanctuary proposal has the potential to affect both the operations of the Counties and the lives of their citizens; and WHEREAS, the United States Environmental Protection Agency (USEP A) has designated Puget Sound as an Estuary of National Significance and has adopted the Puget Sound Plan as the management plan for that estuary; NOW, THEREFORE, BE IT RESOLVED, in consideration of the above findings of fact: I. Jefferson County neither supports or opposes the designation of Northern Puget Sound as a National Marine Sanctuary. Jefferson County encourages careful consideration to the dual designation of the area as both an Estuary of National Significance and as a National Marine Sanctuary, plus consideration of other state and local designations, including the Puget Sound Water Quality Authority's Management Plan, Shoreline Management Act and local Shoreline Master Programs. II. Local governments must be fully included in any planning and decision making that may result in the designation of a National Marine Sanctuary and in any planning and implementation of any regulations that may be created as an outcome of such designation.
