HomeMy WebLinkAbout121 94 roJ.', îS\AA¿ (0. ct: WSAC - ~ LovJt I~- ¡C:yq~ STATE OF WASHINGTON County of Jefferson IN THE MATIER OF JEFFERSON COUNTY} PROVIDING UNFUNDED AND } UNDER FUNDED PROGRAMS MANDATED} BY THE STATE OF WASHINGTON } RESOLUTION NO.--12!-94 WHEREAS, in 1979 the citizens of Washington State passed Initiative Measure 62 into law (RCW 43.135) which states that "The legislature shall not impose responsibility for new programs or increased levels of service under existing programs on any political subdivision of the State unless the subdivision is fully reimbursed by specific appropriation by the State for the costs of the new programs or increases in services levels."; and, WHEREAS, the State continues to mandate that the County provide and/or increase programs without providing funding or without providing adequate funding; and, WHEREAS, the County Commissioners, who are charged with budgetary control over all County programs, must deal with political and economic realities as well as budgetary constraints, and must adopt a balanced budget and set tax levies in accor- dance with that budget; and, WHEREAS, while the County Commissioners employ methods and processes to continually monitor the needs of the citizens of Jefferson County and initiate programs to meet those needs; review and update County processes to provide the best service for the amount of funding available; and set goals to meet the needs of the County in the future; all such efforts are frustrated when a new State program is mandated with no or little funding, or reductions in funding from existing mandated programs; and, WHEREAS, the Jefferson County Board of Commissioners must, in the discharge of their duties, insure the financial stability of the County while balancing the cost of programs to meet the needs of its citizens. NOw, THEREFORE, BE IT RESOLVED, that Jefferson County will no longer implement unfunded or under funded State mandated programs unless it has been determined, on a case by case basis, by the Board of County Commissioners that it is in the best interest of the County to do so. ~ .: ...., . ., ~.
