RESOLUTION NO, 64-93
Whereas, the Oil Pollution Act of 1990 (Public Law 101-380 - OPA 90) requires
the establishment of joint local, state and federal response to oil spills on marine waters;
and
Whereas, Jefferson County holds concurrent trusteeship of adjacent waters with
those of the state and federal government regarding environmental and economic impacts,
and desires to take an active role in monitoring state and federal pollution response to
ensure that local interests are given equal consideration; and
Whereas, an Area Contingency Plan was developed under the coordination of the
Federal On-Scene Commander for spill response, as required by OP A 90; and where
Jefferson County is identified as a part of that planning and response process as a means
of ensuring that Jefferson County interests are addressed at the highest level prior to and
during a major pollution event; and
Whereas, a designated representative of Jefferson County government for
contingency planning and response to oil spills is required to establish coordinated
communication with the U,S, Coast Guard and the state Department of Ecology in the
development and execution of the Area Contingency Plan as required by OP A 90,
NOW THEREFORE BE IT RESOLVED, that the Jefferson County Director of
Emergency Management or his designee shall be the recognized representative of Jefferson
County regarding marine oil spill contingency planning and response coordination. That in
the event of such spill, all Jefferson County response be coordinated through that central
point of contact.
