IN THE MATTER OF ESTABLISHING A POLICY}
FOR PROCESSING APPLICATIONS TO TRANSFER}
FOREST LAND (RCW 84.33) TO TIMBER LAND }
(RCW 84.34) }
base; and,
RESOLUTION NO. 73-93
WHEREAS, Jefferson County wishes to maintain and enhance its' forest land
WHEREAS, in accord with the intent of the Open Space Tax Act (RCW 84.34)
and the Jefferson County Comprehensive Plan, the goal of the Timberlands portion of the
program is to encourage the retention and management of small-acreage timber tracts for
commercial timber production on a long-term basis; and,
WHEREAS, commercial timber production can be viable on various sized parcels
depending on the intensity of management techniques utilized; and,
WHEREAS, legislation allows for properties to be transferred from Classified or
Designated Forest Land (RCW 84.33) to Open Space Timber Land for Current Use Tax
Assessment (RCW 84.34).
NOw, THEREFORE, BE IT RESOLVED, that the following transfer process be
adopted for use in Jefferson County: '
1) Complete Form REV 64 0038 (3-88), Application for Transfer of Classified or
DesignaJed Forest Land to Current Use Classification
Complete Form REV 640021-1/2 Application for Classification as Open Space
Land or Timber Land for Current Use Assessment under CH 84.34 RCW
Submit a Forest Management Plan which should include restocking, fire
protection, insect and disease control, weed control, and any other summary of
experience and activity that supports the growth and harvest forest crops for
commercial purposes.
Submit a map showing the boundary of the entire ownership along with
approximate boundary lengths, the location and name of all existing roads and
easements located within and adjacent to the property, the location of all
buildings and private driveways and shall show the timber stands types,
including species, age class, density of stocking, site index, non-timbered areas,
noncommercial forest land areas, and non-forest uses to be excluded from
timberland classification.
Application fee (made payable to the Jefferson County Assessor) and publication
fees (made payable to the Jefferson County Treasurer) be paid in accordance
with adopted fee schedule.
Submit items 1 through 5 to the Jefferson County Assessor's Office.
The Assessor's Office will review and make a recommendation for each
completed application packet and will submit the completed application to the
Board of County Commissioners for final approval.

1). COMPLETE FORM REV 64 0038 (3-88), APPLICATION FOR TRANSFER OF
CLASSIFIED OR DESIGNATED FOREST LAND TO CURRENT USE CLASSIFICATION
2). COMPLETE FORM REV 64 0021-1/2 APPliCATION FOR CLASSIFICATION AS
OPEN SPACE LAND OR TIMBER LAND FOR CURRENT USE ASSESSMENT UNDER
CH 84.34 RCW
3). SUBMIT A FOREST MANAGEMENT PLAN WHICH SHOULD INCLUDE
RESTOCKING, FIRE PROTECTION, INSECT AND DISEASE CONTROL, WEED
CONTROL, AND ANY OTHER SUMMARY OF EXPERIENCE AND ACTIVITY
THAT SUPPORTS THE GROWTH AND HARVEST FOREST CROPS FOR
COMMERCIAL PURPOSES.
4). SUBMIT A MAP SHOWING THE BOUNDARY OF THE ENTIRE OWNERSHIP
ALONG WITH APPROXIMATE BOUNDARY LENGTHS, THE LOCATION AND
NAME OF ALL EXISTING ROADS AND EASEMENTS LOCATED WITHIN AND
ADJACENT TO THE PROPERTY, THE WCATION OF ALL BUILDINGS AND
PRIVATE DRIVEWAYS AND SHALL SHOW THE TIMBER STANDS TYPES,
INCLUDING SPECIES, AGE CLASS, DENSITY OF STOCKING, SITE INDEX,
NONTIMBERED AREAS, NONCOMMERCIAL FOREST LAND AREAS, AND
NONFOREST USES TO BE EXCLUDED FROM TIMBERLAND CLASSIFICATION.
5). APPLICATION FEE OF $ 100.00 OF WHICH $ 25.00
MAY BE REFUNDED IF APPLICATION IS DENIED. PLEASE MAKE CHECK
PAYABLE TO JEFFERSON COUNTY ASSESSOR.
6). ADVERTISEMENT FEE OF $ 75.00. PLEASE MAKE CHECK PAYABLE TO
JEFFERSON COUNTY COMMISSIONERS.
SUBMIT ITEMS 1 THRU 6 TO THE JEFFERSON COUNTY ASSESSOR'S OFFICE.
THE ASSESSOR'S OFFICE WILL REVIEW AND MAKE A RECOMMENDATION
FOR EACH COMPLETED APPLICATION PACKET AND WILL SUBMIT THE
COMPLETED APPLICATION TO THE COUNTY LEGISLATIVE AUTHORITY FOR
FINAL APPROVAL.
