RESOLUTION NO. 76-93
WHEREAS, the Peninsula Development Association (hereinafter "PDA") is the federally recognized
Economic Development District formed by Clallam and Jefferson Counties to promote the economic
development of the North Olympic Peninsula; and,
WHEREAS, the PDA is submitting an application to the Economic Development Administration to
prepare an economic development strategy under Title IX Sudden and Severe Economic Dislocation
authorization; and,
WHEREAS, the strategy will analyze the development of a Pacific Northwest Wood Products
Manufacturing Technology Center to promote value added wood products development and technology to
benefit industry in Clallam, Jefferson, Mason and Grays Harbor Counties located on the Olympic Peninsula
of Washington State;
NOW THEREFORE BE IT RESOLVED, that the Board of County Commissioners designates the PDA
as the County's representative for the development of a Title IX economic development strategy; and,
BE IT FURTHER RESOLVED, that the County supports the development of this strategy and will
cooperate with the PDA in the completion of the project.

the market by foreign buyers, The timber that remains is ofte~
insufficient to sustain bi;h ~olume operations, and too expenslve
for many traditional commodity applications, The proposed
project seeks to encourage hivher value added secondary wood
products produotion, WoodNet seeks to explore mechanisms that
will add value to wood products, provide employer specific
t~aininq, and 8ncöurage diversification of local economies.
JCONOMIC XMP~OTJBSNEFtT THE PRO3ECT W11L PROVIDE:
The fou~ countieð that compose the Olympic Peninsula have
traditionally provided taw logs to source. outside of the area.
Addin9 value to the logs has not been a priority because of the
abundance of this natural product. WoodNet seeks to r.~erse this
trend. The proposed project will allow timber dependent
communities to develop methods to diversify their economies, add
new skills and products to the market place, and add value to
secondary wood products before they leave the area. without
developin9 new .kills and products, it is antioipated that the
youngest and brightest residents of timber dependent communities
will be forced to leave and employment for those remain1n; will
be marGinal.

design/marketin; skill" and construction of a manufacturing

WnndNet is a WashinqtQn nonprofit corporation dedicated to the
task of linkin; Olympic penin8ula wooa produets manutacturers
into net~orks. Tbe 90a1 of these networks is to enable small,
mid-sized and large independent ~ood products manufacturers to
collaborate wheneve~ appropriate in order to solve common
problems or to take advantage of aommon opportunities, WoodNet
is one of fi~e "pilat" programs funded through Grant~ from the
Northw..t Area Foundation and otherD. Acco~aino to Carl stauber,
vice-President, No~thwest Area Foundation, WoodNet has ~he
capacity to administer the proposed projogt properly and
efficiently.
