Support Network Assets, Liabilities

RESOLUTION NO. 26-92
WHEREAS, Jefferson County is a member of the Peninsula Regional
Support Network (PRSN) whose responsibility is to coordinate the provision of
mental health services to member jurisdictions, and;
WHEREAS, the PRSN is responsible to find appropriate direct
providers of mental health services, and;
WHEREAS, Jefferson County has contracted with the PRSN as a
direct service provided under the terms of contract number KC-258-91, and;
WHEREAS, said contract expires on June 30, 1992, and;
WHEREAS, current and projected budget limitations preclude
Jefferson County from continuing to provide mental health services at current
levels, and;
WHEREAS, a cost accounting study shows that the administrative
costs of providing this service is borne by the general fund, and;
WHEREAS, the on-going liability for services rendered cannot be
isolated from the general exposure of Jefferson County for insurance purposes
and therefore impacts the premiums charged for insurance coverage,
NOW THEREFORE BE IT RESOLVED, that Jefferson County will
not renew its contract with the Peninsula Regional Support Network as a direct
service provider of mental health services, and
BE IT FURTHER RESOL VED, that Jefferson County will enter into
a mutual agreement with the PRSN to transfer all assets and liabilities to the
PRSN and otherwise assist in the complete transfer of service responsibility to
the PRSN,
