In the Matter of Establishing}
County Commissioner Districts}
RESOLUTION NO.
40-92
WHEREAS, RCW 29.70.100, requires each County to periodically redistrict its
governmental unit based on population information from the most recent federal decennial census no
later than eight months following receipt of the census data, and
WHEREAS, RCW 29.70.100 requires each County to prepare a plan for redistricting
consistent with criteria including approximate equality of population, compact and geographically
contiguous area and lack of favor or disfavor for political parties or racial groups; and
WHEREAS, RCW 29.70.100 requires to the extent feasible that district boundaries
coincide with existing natural boundaries and to the extent possible preserve existing communities or
related and mutual interests; and,
WHEREAS, RCW 36.32.020 provides for establishment of three (3) County
Commissioner Districts with each district representing, as nearly as possible, one-third (1/3) of the
County's population, each district being as compact as possible, and the voting precincts of the districts
not being divided by said district lines; and
WHEREAS, after reviewing the plan created and options suggested by the Local
Government Redistricting Ad Hoc Committee, the Board of County Commissioners chose to adopt
Option A as the preferred alternative because it is the least disruptive to existing boundaries, will
continue the pattern for Commissioner Districts previously established, will accommodate likely future
population growth in Districts 2 and 3 and recognizes that dividing the precincts that comprise the Port
Ludlow area would be contrary to current population growth patterns particularly with reference to the
requirement of RCW 37.70A; and
WHEREAS, the Board of County Commissioners, Jefferson County, Washington, have
held a public hearing on the preferred alternative, have reviewed the comments received and concluded
that the Commissioner Districts established by their preferred alternative, as set out below, created
districts nearly equal in population, compact as possible, and geographically contiguous.
NOW THEREFORE BE IT RESOL VED, that the Commissioner Districts for Jefferson
County are established as follows:
