There has been some reorganizing of the priorities. These changes are the result of increased traffic and deteriorating roadways in some areas raising their ranking in our Priority Array. Three projects on this years program are on roadways that have been transferred to the state. Our involvement in these proj ects is explained below in the summary. Two projects on this years program are designating as alternates. We have applied for funding on these projects and will plan construction only if funds are approved. Following are summaries of each project, by priority, included in the 1993 to 1998 Transportation Improvement Program. 1. Chimacum Rd.- This project is a continuation of the design for Hadlock Intersection. It will include sidewalks and storm sewers. Federal Aid and R.A.P. funds have been approved for this project. Final design and Right of Way purchase will be completed in 1992 with construction planned for 1993. 2. Bridge Guard Rails- This project is to do improvements to bring existing bridge approach rails up to to days standards. Engineering was completed in 1990. Two bridges will be completed in 1992. Plans are to do two bridges per year until all are completed. Local funds are approved for this project. We have applied for ISTEA Hazard Elimination funds. 3. Jefferson County Transportation Plan- This project will be a county wide transportation plan in conjunction with the Growth Management Act and the RTPO. Local funds will be used for this project. 4. Annual Overlay and Chip Seal- This is an annual program funded by the County Arterial Preservation Program (CAPP) for overlays and chip seals on collector roads only in conjunction with the Pavement Management System. Access roads do not qualify for these funds. Although this is shown as capitol outlay, the funds are usually used in maintenance chip seals. 5. Old Hadlock Rd. - Proposed improvements are to the intersections of Old Hadlock/Lopeman Rd's., Lopeman/Chimacum Rd's. and the south end of Old Hadlock Rd. at Chimacum Rd. A portion of Old Hadlock Rd. would be abandoned to alleviate the safety problems at the Elkins Rd. area. Paradise Bay Rd.- This project will include the pre-leveling and overlaying of the existing roadway, including shoulders, with asphalt concrete, upgrading the drainage facilities and guardrail. Dosewallips Rd.- This project is the complete reconstruction of the first one half mile of the Dosewallips Rd. including guardrail installation. RAP funds have been approved for this project. Cook Avenue Ext.- The large increase in traffic along this roadway has moved it up in priority considerably. Plans are to reconstruct in the center of the Right of Way, the entire length. TIB funds have been applied for. If funds are not approved for this project, we may look to do construction with local funds. Irondale Rd.- This project is proposed using RAP funds. The planned overlay would include paved shoulders 4 to 6 feet wide to match the rest of Irondale Rd. . Oak Bay Rd.- This project runs from Paradise Bay Rd. to Beaver Valley Rd. Improvements would include shoulder widening and overlaying with asphalt concrete. We have submitted this project for RAP funds. 7th Avenue- This road is classified as a local access road, however, we feel it operates more like a local collector. The only funds available for this project are local. The proposed improvement would be to a standard of 34 feet of pavement with tilt up curbs between Irondale Road and E. Moore st. s. Discovery Rd.- This section of S. Discovery Rd. is along the top of the bluff between Chevy Chase and Adelma Beach Rd. The proj ect is proposed for RAP funding and would include paved shoulders and guardrail. 5th Avenue- This street is also classed as a local access but operates more like a collector road. Improvements would be between Irondale Road and E. Moore st. to the same standard as the 7th Ave. project. Clearwater Rd.- The pavement on this road is nearing the end of its life. The proposal is to overlay the existing road and add some guardrail where needed. We anticipate approaching D.N.R. for financial assistance on this project. This project may qualify for some state funding. Duckabush Rd. - This proj ect is proposed for RAP funding. Planned improvements are the reconstruction of the first mile of the road from us 101, including some drainage improvements. Safety projects- No specific projects have been identified for this item at this time. Should a safety problem arise during the year, we would use this money to take care of it. Construction will be planned only if funding is approved. This is a combination of projects from the Glen Cove Transportation Plan. In order to qualify for TIB funds, a project must be included in our six Year plan. This project was submitted to TIB, but was nor approved for funding. We will continue to apply for funds on this project. s. Discovery Rd.- This project has also been designated as an alternate. Construction will only be planned if funding is approved. This section is within the Urban area from the City limits to S. 2nd st. This project has been submitted for TIB funding, but not approved. We will continue to submit for funds. Beaver Valley Rd. S.- This project is on a road that has been transferred to W.S.D.O.T. Because this project was initiated by the County and RAP funding has been approved, we will continue to be involved. Our involvement will be mainly for accounting purposes only. RAP funds are basically a contract between the County and C. R. A. B. The Department of Transportation will construct the project then the County will reimburse with RAP funds. No local funds will be spent on this project. Beaver Valley Rd. N.- This project is the same as the one explained in number 20 above. Both projects will be constructed as one. Airport Cut-off Rd./SR20- This project is also on a roadway that has been transferred to W.S.D.O.T. In order to have this project completed in a timely manner, the County will need to stay involved. Our involvement again will be for accounting purposes only. The Department of Transportation will do the construction then the County will pay them with local funds.
