II-ó3-Lj~ COUNTY OF JEFFERSON STATE OF WASHINGTON In the matter of the amending the Centennial Clean Water Grant to implement the Quilcene/Dabob Bays Watershed Action Plan ) ) ) ) RESOLUTION NO. 104-92 WHEREAS, the Quilcene/Dabob Bays Watershed Action Plan identified harbor seals as a source of fecal contamination in Quilcene Bay; and WHEREAS, the Quilcene/Dabob Bays Watershed Action Plan recommends as a high priority that Jefferson County develop a monitoring plan to determine the relative success of source controls; and WHEREAS, the 1992 removal of a log boom in the closed are of Quilcene Bay appears to have resulted in a reduction in the local seal population; and WHEREAS, the change in the seal population provides an opportunity to assess the relative impact of seals on the problems of fecal contamination; and WHEREAS, the Centennial Clean Water Fund Grant # TAX 90094 for implementing the Quilcene/Dabob Bays Watershed Action Plan provides for the use of funds retained as a contingency for unanticipated circumstances related to water quality assessment; NOW, THEREFORE, BE IT RESOLVED that Jefferson County enter into an amendment to the Centennial Clean Water Fund Grant # TAX 90094 for Implementing the Quilcene/Dabob Bays Watershed Action Plan to conduct a special monitoring program to assess the impact of the seal population on the water quality of Quilcene Bay. '\ / e I",'. 18 I'\..~ 00 .1153 PURPOSE Use of the contingency fund would take advantage of the marine fecal coliform monitoring being conducted by the Washington Department of Health (DOH) in the portion of Quilcene Bay closed to shellfish harvesting. Conditions may have improved since the closure due to agricultural and septic improvements as well as to a reduction in the local seal population due to the removal of a log boom, their favorite haul-out. Quilcene residents and others have always questioned the seals' contribution to the fecal coliform pollution. This short term study would take advantage of the reduced seal population as well as current monitoring by DOH to help address this question. SCOPE OF WORK Coordinate a freshwater and seal monitoring plan in northern Quilcene Bay with marine fecal coliform monitoring conducted by the Washington Department of Health (DOH). Freshwater Monitoring Sample downstream sites (same sites as in previous studies) in the Big Quilcene River, Little Quilcene River, Donovan Creek, and Cemetery Drain. Parameters to be sampled are flow, fecal coliform, dissolved oxygen, pH, conductivity, temperature, turbidity, and total suspended solids. Collect samples monthly from November to March on the same day that DOH conducts marine sampling.
