RESOLUTION NO.
WHEREAS, the Jefferson County Department of Human Services has
been reduced in scope by the privatization of Mental Health services, and
WHEREAS, meeting the administrative burden of the remaining functions
would require the expenditure of resources otherwise available for client services, and
WHEREAS, certain organizational and administrative efficiencies can be
gained by combining the remaining human service functions with the Health
Department, and
WHEREAS, these efficiencies include eliminating duplication of overhead
expenses and administrative and management services, and
WHEREAS, the shared expertise of a combined organization will allow
for a holistic approach to health care, substance abuse and developmental disability
issues, and
WHEREAS, the Administrator of the Health Department has the
demonstrated background in organization management and public health to serve as
the chief executive officer of both the Health Department and the Human Services
department, and
WHEREAS, it is in the best interest of the citizens of Jefferson County
to gain as much efficiency as possible to meet client and community needs.
NOW THEREFORE BE IT RESOL VED, that the Departments of Health
and Human Services are hereby combined into the Department of Health and Human
Services, and
BE IT FURTHER RESOL VED, the Health Department Administrator shall
be appointed the Director of the Department of Health and Human Services, and
assume all duties as the County Alcoholism and Other Drug Addiction Program
Coordinator, and all duties as the County Developmental Disability Coordinator,
BE IT FINALL Y RESOL VED, that said consolidation of departments shall
become effective January 1, 1993.
