RESOLUTION NO. 121-92
WHEREAS, Jefferson County is applying to the State of Washington for a
Community Development Block Grant and it is necessary that certain conditions be
met as part of the application requirements; and,
WHEREAS, the Board of Jefferson County Commissioners conducted a public
hearing on the 2nd day of November, 1992 as part of the application process to
receive and consider citizen comments on community needs and proposed activities;
and,

NOw, THEREFORE, BE IT RESOLVED:
Jefferson County will comply with all applicable federal and State regulations
including environmental review.
Jefferson County has provided citizens with reasonable advance notice of the
opportunity to comment on the proposed housing and community development
activities and the estimated cost of the project in relation to the activities
planned to benefit low and moderate-income persons;
Jefferson County will establish a plan to minimize displacement as a result of
activities assisted with CDBG funds; and assist persons actually displaced as a
result of such activities;
Jefferson County will conduct and administer its program in conformance with
Title VI of the Civil Rights Act of 1964 and Title VIII of the Civil Rights
Act of 1968;
Jefferson County has adopted or will adopt and enforce a policy prohibiting
the use of excessive force by law enforcement agencies within its jurisdiction
against any individuals engaged in nonviolent civil rights demonstrations, in
accordance with Section 519 of Public Law 101-144 (November 9, 1989); and
has adopted or will adopt and implement a policy of enforcing applicable
state and local laws against physically barring entrance to or exit from a
facility or location which is the subject of such nonviolent civil rights
demonstrations within its jurisdiction.
Jefferson County will provide opportunities for citizen participation com-
parable to the state's requirements (those described in Section 104(a)(2)(3) of
the Act, as amended);
Jefferson County, when substantial changes are made in the use of funds, wilJ
provide citizens with opportunities to comment;
Jefferson County will not use assessments against properties owned and
occupied by low and moderate-income persons or charge user fees to recover
the capital costs of CDBG-funded public improvements from low and
moderate-income owner-occupants;
Jefferson County has complied with all public hearing and citizen participation
requirements and will certify to this compliance; the attached Jefferson County
Citizen Participation/Community Development and Housing Plan is hereby
adopted a approved; and
Jefferson County designates Larry W. Dennison, Chairman, Board of County
Commissioners' as the authorized Chief Administrative Official and authorized
representative to act in all official matters in connection with this application
and Jefferson County's participation in the Washington State CDBG Program.

BE IT FINALLY RESOLVED, that the Jefferson County Board of Commis-
sioners authorizes the submission of a Community Development Block Grant
application in the amount of $500,000 to the State of Washington for a multi-
faceted transitional center for disadvantaged people.
APPROVED AND SIGNED this 1 ~ay of December, 1992.
