WHEREAS, Jefferson County and the City of Port Townsend are complying with the regional growth management strategy entered into in September 1990; and WHEREAS, the regional growth management strategy needs to be updated to reflect amendments to the workplan and schedule; NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF JEFFERSON COUNTY AND THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND that the attached Regional Growth Management strategy of the County and the City is hereby adopted as the amended overall strategy of the County and the City to provide for orderly, coordinated management of growth within our jurisdictions in implementation of Engrossed Substitute House Bill 2929, the Washington State Growth Management Act, as amended. I - ,.. . .., -.. .. . ," J < "' -' . . .. :(.J IJ '\ ::. . 4 18~AiI 01G:17 JEFFERSON COUNTY -PORT TOWNSEND REGIONAL GROWTH MANAGEMENT STRATEGY INTRODUCTION Pur¡x>se This is the strategy by which Jefferson County and the City of Port Townsend will provide for orderly and coordinated management of growth as intended by the legislature in its enactment of Engrossed Substitute House Bill 2929, as amended by Engrossed Substitute House Bill 1025 (hereafter referred to as "Growth Management"). Since the City of Port Townsend is the only incorporated community in Jefferson County, this agreement includes all of the local governments of region. Overall Planning Concept In order to assure that each comprehensive plan element, as well as implementing actions are considered within a unifying policy framework, the regional strategy builds upon a visioning project (Jefferson 2000) to assess community values and develop an over-arching framework, and includes a process for developing a regional county-wide planning policy. The visioning process has included many opportunities for public involvement in addition to the Jefferson 2000 process, and the remaining process of implementing GMA will comply with the Public Involvement Plan described in Exhibit A. The comprehensive plans will be dynamic documents, build on the foundations of existing comprehensive plans of the City and County. These plans will be amended to conform with the requirements of Growth Management as each element is prepared. The County and City intend to adopt the ordinances and plan amendments necessary to meet the requirements of Growth Management in an iterative fashion. This will require considering and adopting comprehensive plan elements and implementing ordinances as they are prepared (see Exhibit B), rather than compiling full sets of revisions and adopting them en mass at one time. This method is chosen over a linear planning model for two important reasons: 1. Current growth pressures require that priority planning elements be implemented as soon as possible. Past experience in Port Townsend and Jefferson County has shown that effective citizen participation more readily occurs when implementing measures are under serious consideration. 2. Smaller Cities Assistance As the only City within the County, Port Townsend's planning needs will be accommodated through funding as described in the budget included in this strategy (see Budget below). Contractual Horizon The proposed workplan is a conceptual framework that commits Jefferson County and the City of Port Townsend through June 1993. Workplan deadlines are considered statements of the jurisdiction's intentions to comply with Growth Management requirements, but both jurisdictions reserve the right to negotiate amendments to the timing or nature of deliverables after July 1992. 2 ,'-lit". .18 '~Nii 01618 (;OV~TAL ~WORK Joint Growth Mana¥ement Committee: Project management and oversight is provided by a joint committee formed of three Jefferson County Commissioners, two ~embers <?f the Port Townsend City Council and the Mayor of Port Townsend. The commltt~ provides overall policy direction and coordination, and make joint policy-level recommendatiOns to the Board of County Commissioners and the City Council. Lead A¥ency: Due to the high level of trust and sense of common purpose between Jefferson County and the City of Port Townsend, Jefferson County will serve as lead agency. The County will convene meetings, act as fiscal agent, and make administrative decisions without unduly cumbersome intergovernmental arrangements. Major decisions may have to be formalized by memoranda of understandings. PRIORITY TASKS Jefferson 2000: A survey of public opinions was conducted as a joint City-County project in 1991 which, in conjunction with meetings of taxing districts, produced a regional strategic plan for coordinating service and capital facility planning for taxing districts within Jefferson County. The results provide a community values backdrop for policy analysis, both geographically and by plan elements, throughout the Growth Management planning process. To implement the strategic plan produced in the Jefferson 2000 process, meetings will be developed to formalize the intergovernmental coordination processes included in the regional strategic plan. Lead Responsibility: Target Completion Date: Jefferson County May 1993 Population Projections: A joint process was established in 1992 to coordinate population projections between the City and County, as well as other taxing districts whose capital facilities planning assumptions must conform with the City and County. A draft document has been prepared and will be updated annually to incorporate new OFM findings. Lead Responsibility: Target Completion Date: Jefferson County September 1992 County- Wide Plannin~ Policy A framework to develop a County- Wide Planning Policy was adopted by the County and City by Joint Resolution on October 1, 1991. Policies will be prepared for consideration by both jurisdictions in accordance with the Joint Resolution. Lead Responsibility: Target Completion Date: Jefferson County December 1992 3 . Lead Responsibility: Jefferson County Target Completion Date: Ongoing An overall public involvement program has been prepared to direct public involvement opportunities for the remainder of the Growth Management process (see Exhibit C). Lead Responsibility: Target Completion Date: Jefferson County/City of Port Townsend Continuous throughout GMA process Resource Lands & Critical Areas Interim Protection While neither jurisdiction met the March 1 extended deadline for classifying, designating and protecting resource lands and critical areas, the City of Port Townsend adopted a Critical Areas Ordinance October 19, 1992. Jefferson County anticipates completing the procedural steps necessary to protect Critical Areas by December 1992. The County also anticipates adoption of policies to designate and regulations to protect Resource Lands by February 1993. Lead Responsibility: Target Completion Date: Jefferson County/City of Port Townsend February 1993 Urban Growth Areas A joint program to define level of service standards for urban growth areas and prepare county-wide planning policies for un-annexed urban growth areas is proceeding. Following adoption of the County-wide Planning Policies, the City and County will assess the relationship of existing Community Planning Areas and potential UGA designation with the County-wide policies. Lead Responsibility: Target Completion Date: Jefferson County/City of Port Townsend July 1993 Comprehensive Plan Amendments The County Wide Planning Policies will identify elements that will be amended or added to the Comprehensive Plans to conform to the requirements of GMA including provisions for affordable housing, transportation, open space, capital facilities, transportation, and utilities. The County will also provide elements for rural lands and master planned resorts.. Both jurisdictions will incorporate changes necessitated by interim protection policies for resource lands and critical areas, and boundary designations and policies for urban growth areas. The City of Port Townsend's Growth Management planning strategy and workplan to adopt required elements is attached as Exhibit C. Lead Responsibility: Target Completion Date: Jefferson County/City of Port Townsend July 1994 Transportation Both the City and County are participants in the Peninsula Regional Transportation Planning Organization, and are striving to prepare local transportation plans which will be coordinated between the City and County as well as the region. The Growth management workplan includes elements for preparing local and regional transportation plans. . . 4 ,0'4 "18..~Uf rf 620 The City of Port Townsend is addressing the problems of growth-related congestion along SR20 within the Port Townsend "Gateway", in coordination with Jefferson County, Jefferson Transit, and WSDOT. The "Gateway" will be an optional sub-area element under the City's Comprehensive Plan and is planned for adoption in May 1993. In addition, City intra- transportation problems will be addressed through preparation of a Comprehensive Transportation Plan to be adopted in or before July 1993. Lead Responsibility: Target Completion Date: Jefferson County/City of Port Townsend April 1994 Implementin& Ordinance Updates Jefferson County and the City of Port Townsend will operate independently to review and revise their implementing ordinances to assure consistency with their revised Comprehensive Plans in conformance with Growth Management requirements. Lead Responsibility: Jefferson County/City of Port Townsend Target Completion Date: April 1995 BUDGET Jefferson County and the City of Port Townsend will allocate Growth Management funds based on the population, according to the 1990 census. The census indicates that the City of Port Townsend had a population of 7,001, or approximately one-third of the total County population of 20,406. Thus, this budget assumes that the City of Port Townsend will receive one-third of the County allocation for Growth Management. Any joint planning activities, such as those related to the development of County-wide Planning policies, or consulting services to analyze demographic trends, will be funded cooperatively out of the funds allocated according to each jurisdiction according to the following allocation of 1991-1992 Funds: Jefferson County City of Port Townsend Total $74,263 36.577 $110,840 5 ,«. 18'Mi€ (J. 621 EXHmIT A GROWTH MANAGEMENT PUBLIC INVOLVEMENT PLAN Introduction Jefferson County and the City of Port Townsend have taken the mandate of Growth Management for" early and continuous public participation" to mean that there should be opportunities for public involvement from the outset of policy development. This will ensure that the final outcome reflects the values that are most important to our community. 1990-1991 Growth Management in Jefferson County began with a series of public forums designed to inform the public about G.M.A. topics and issues. The forums also provided for facilitated group discussion of the information and issues. Public comments and recommendations from these forums were compiled for use by elected and appointed policymakers. Videotapes of the forums were aired over public access television on a schedule advertised in the local newspapers, and copies are available for checkout from the county library and Planning & Building Department. The County also produced two editorials related to Growth Management that were printed in the Port Townsend Leader, and will provide additional editorial contributions related to Growth Management as time and staff allow. Following up on suggestions received at the forums, two citizen workgroups were formed-- one to deal with Critical Areas and one for Resource Lands. Their task was to draft specific policy recommendations to the County Commissioners for the interim protective ordinances. Both groups met weekly (with many subgroup meetings in addition) for a period of ten weeks. A total of 42 people representing a variety of backgrounds and interests, including representatives of both the City and County Planning Commissions, served on the workgroups. A professional facilitator conducted the meetings with both groups. The report was completed, and copies made available to the public. Following the Work Group process, the recommendations were considered in separate processes by City and County elected officials to tailor them to the specific requirements of each jurisdiction. The City of Port Townsend Planning Commission met throughout the Spring to incorporate the Work Group recommendations into a form compatible with City needs. The City's Environmentally Sensitive Areas Ordinance was adopted by the City Council on October 19, 1992. A public forum was held December 18, 1991 where members of the public met and discussed the recommendations with the workgroup members, Planning Commission, and County Commissioners. Advertised public meetings were held repeatedly the Winter of 1991-92 and Spring of 1992 where the Jefferson County Planning Commission discussed the Work Group recommendations with additional public comments accepted. In addition, presentations were made in several locations in the County where the Board of County Commissioners and/or County staff presented policy options to groups and rèceived comments. Exhibit D highlights major public meetings and group activities sponsored by Jefferson County to date as components of the public involvement and intergovernmental coordination process of Growth Management. 6 ;'J:t 18~Ai1. 0 1522. As the both jurisdictions move forward with drafting the interim ordinances and revising the Comprehensive Plan, each is committed to a continued high level of public involvement, incorporating the standards and approaches outlined below. Public Outreach Policies An important element for encouraging public participation is ongoing information and education throughout the process. This will continue to include open access to all public activities, notice through local newspapers, mail list development and maintenance to disseminate notices and materials regarding draft policies, public foroms to provide opportunities for public input on specific topics, wide dissemination of all draft planning documents, public hearings where formal comments are received, and dissemination of all formal recommendations. The County Planning & Building Department has appointed a staff public involvement coordinator who is responsible for public involvement activities for which the County is responsible. These activities include preparing press releases, keeping records of public comments, scheduling public activities, providing staff supPort for the various citizen workgroups and committees, acting as a liaison with other agencies and community groups, and answering public questions throughout the process. Citizen Steerin~ Committee The work of the citizen workgroups involved in developing policy recommendations for interim regulations will be completed in December. This process, which involved 42 people, proved to be a useful vehicle for educating the public, providing an opportunity for the public to work intensively with staff and appointed officials and thereby give specific, structured input to the County. It has also created a pool of informed community members, of whom a substantial number are interested in further involvement. The next major steps in revising the Comprehensive Plan include the projection of population growth, the establishment of level of public service standards, the designation of urban growth areas, and addressing such matters as affordable housing, economic development and employment. Parallel citizen steering committee will be appointed by the City and County to provide continuing recommendations and public input during this period for each jurisdiction. These steering committees will consist of members of the community representing the broad spectrum of people who live in each jurisdiction. For the Jefferson County Growth Management Steering Committee, special attention will be given to ensuring geographical representation, especially from those areas which may be designated as urban growth areas. The initial meeting of the committee will be a workshop designed to inform members of the over-all policies and time lines for implementing the GMA and the specific policy recommendations which are needed from the group. Following the workshop, members will be asked to participate in a series of ad hoc subcommittees for each of the specific elements of the Comprehensive Plans, to participate in drafting, reviewing and commenting on impending policy decisions. It is anticipated that additional interested persons and staff members will join these subcommittees where appropriate. For example, when designating urban growth areas, persons from those areas will be recruited to serve on the subcommittee and public forums will be conducted in those areas to encourage public comments and answer questions. Meetings of the entire steering committee will be held periodicaUy.so that they continue to be informed and offer comments on the activities of subco.mmittees. 7 . 'rt 18~u; lEJ23 Conclusion The processes outlined here represent the intent of the both Jefferson County and the City of Port Townsend to implement the public involvement requirements of the Growth Management Act.
