Authorization of the HUMAN SERVICES}
Mental Health Program Policies }
WHEREAS, WAC 275-56-115 (1) (a) requires the governing body of the County to authorize
and approve mental health program policies; and,
WHEREAS, the Board of County Commissioners is the governing body of the mental
health program in Jefferson County they deem it more expedient to delegate this task;
NOW THEREFORE BE IT RESOLVED, that the Board of Commissioners hereby authorize
the Jefferson County Human Services Administrator to approve the mental health program policies and
procedures for "Jefferson County Community Counseling Service."

We are expecting a program audit of mental health in March. One of the
WÞC provislons is that the "governing" board authorize and approve (by
signature) internal pollcy and procedure manuals. This manual lS extensive
and would take considerable tiIre to read. It is currently in a state of
revision in preparation for the audit.
Items (b) and (c) listed in the attached are already in place, in that you
sign our contracts and approve our budgets, however we either need you to read
and sign off on our policy and procedure manual or by resolution give rre the
authority to sign for you. We need to accomplish this by March l5.
What is your wish?
P.S. If you chose to do a resolution, it should state for both substance
abuse and mental health policy and procedure manuals.

If the application demonstrates the provider has made every reasonable
effort to correct deficiencies, the department shall schedule a licensure
review to evaluate compliance with those standards previously unmet.

A license shall be in effect for one year or until a review for relicensure is
conducted.

WAC 275-56-110 PROVIDER ADMINISTRATION--POLICIES AND PROCEDURES.
The provider shall have written policies and procedures for the delivery of services.
The provider's policies and procedures shall serve to ensure maintenance of minimum
standards as established by the department in this chapter.

WAC 275-56-115 PROVIDER ADMINISTRATION--GOVERNING BODY.
(1 )
The provider shall have a governing body which shall authorize and approve:
(a) Policies;
(b) Budget and audit; and
(c) Contract with the RSN or county authority for mental health services.
The governing body shall designate an administrator.

OF FEES,
The provider, excepting services also licensed under chapter 248-14, 248-16 or 248-25
WAC, shall establish and use a sliding fee schedule based on the resources available
to the consumer to pay for mental health services and the provider's actual cost of
care.
(1 )
The department shall only approve sliding scale fee sctledules not requiring
payment from consumers with income levels equal to or below the grant
standards for the general assistance program (WAC 388-29-100).
(2)
The fee schedule shall be accessible to the provider's staff and consumers.

WHEREAS, WAC 275-56-l15 (1) (a) requires the governìng body to authorize
and approve nental health program policies, and WHEREAS, the Board of
County COIm1Íssioners is the governing body of the mental health program
in Jefferson County, and WHEREAS the Board of County Cornrníssioners deems
it rrore expedient to delegate this task,
THEREFORE, the Board of County Carmissioners hereby authorizes the Jefferson
County Human Services Aàministrator to approve mental health policies and
procedures for "Carrmunity Counseling Servic~."
