In the Matter of
Proclaiming Washington's
Victims' Rights Week

RESOLUTION NO. 25-91
WHEREAS, one in four, United States households had at least one family
melnber who was a crime victim last year; and
WHEREAS, less than 37 percent of all crimes are even reported to law
enforcement officials; and
WHEREAS, the psychological, financial and physical devastation innocent
victims suffer as a result of violence continues to tear at the fabric of our society; and
WHEREAS, Washington has focused greatly needed attention on the needs
of crime victims by passing the Community Protection Legislation and the Crime Victims
Constitutional Amendment, to protect and restore victims' rights; and
WHEREAS, 8,000 victim service and criminal justice organizations nationwide
will join together to observe the annual commemoration of National Victims' Rights Week
from April 21 to 27, 1991; and
WHEREAS, there are many local victim service agencies statewide who
provide services to crime victims not only during National Victims' Rights Week but
throughout the year; and
WHEREAS, the Jefferson County Board of Commissioners commend these
dedicated victim advocacy organizations for their continuing efforts to aid the innocent
victims of crime, and to achieve a new balance between the rights of the accused and
the rights of crime victims;
NOW, THEREFORE, BE IT RESOLVED, that victim advocates statewide be
commended during the 1991 National Victims' Rights week for providing exemplary
services to victims of crime and to the citizens of Washington; and
BE IT FURTHER RESOLVED, that the Jefferson County Board of Commissioners
proclaims the week of April 21 to 27, 1991 as "WASHINGTON'S VICTIMS' RIGHTS
WEEIÇ" in Jefferson County and encourages every citizen to become actively involved in
promoting victims' rights.
