In the Matter of Waiving }
the Requirement of Competitive}
Bidding for Drilling of Test}
Wells }
RESOLUTION NO, 7<:' q,
WHEREAS, the discovery of a terpene substance was made during drilling
for a well on property in the vicinity of the Jefferson County Landfill, and
WHEREAS, the State Department of Ecology has recommended that
further test wells be drilled to attempt to determine, if possible, the origin of the
substance; and,
WHEREAS, the Jefferson County Board of Health and Health Department
have deemed it to be in the best interest of the people of Jefferson County to
immediately undertake the drilling and evaluation of such well; and,
WHEREAS, it is necessary to enter into a contract with an engineering
firm qualified to perform the necessary services,
NOw, THEREFORE, BE IT RESOLVED, that the public interest or
property of the County would suffer by delay if the competitive bidding process were
employed to enter this contract; and
BE IT FURTHER RESOLVED, that pursuant to R.C,W. 36.32.270, the
Board of County Commissioners hereby waives the requirement of competitive bidding
on such contract.
