WHEREAS, Jefferson County is applying
Community Development Block Grant;
to
the
State of
Washington for a
WHEREAS, it is necessary

that certain conditions be met as part of

WHEREAS, Jefferson County shall agree to comply with all applicable federal
and state regulations in the event that this application is selected for
funding, and that Larry Dennison, the Chairman, is authorized to submit this
application to the State of Washington on behalf of Jefferson County.
NOW, THEREFORE, be it resolved:
Jefferson County authorizes submission of a Community Development Block Grant
application to the State of Washington for the Handicapped Opportunities
through Placement and Evaluation Project in the amount of Eighteen Thousand,
Nine Hundred dollars ($18,900);
Jefferson County will comply with applicable federal and state regulations
including environmental review;
Jefferson County has provided citizens with reasonable advance notice of, and
the opportunity to comment on the proposed housing and community development
activities and the estimated cost of the project in relation to the
activities planned to benefit low- and moderate-income persons;
Jefferson County will establish a plan to minimize displacement as a result
of activities assisted with CDBG funds; and assist persons actually displaced
as a result of such activities;
Jefferson County will conduct and administer its program in conformance with
Title VI of the Civil Rights Act of 1964 and Title VIII of the Civil Rights
Act of 1968;
Jefferson County has adopted or will adopt and enforce a policy prohibiting
the use of excessive force by law enforcement agencies within its
jurisdiction against any individuals engaged in nonviolent civil rights
demonstrations, in accordance with Section 519 of Public Law 101-144
(November 9, 1989); and has adopted or will adopt and implement a policy of
enforcing applicable state or local laws against physically barring entrance
to or exit from a facility or location which is the subject of such
nonviolent civil rights demonstrations within its jurisdiction,

Jefferson County, when substantial changes are made in the use of funds, will
provide citizens with opportunities to comment;
Jefferson County will not use assessments against properties owned and
occupied by low- and moderate-income persons or charge user fees to recover
the capital costs of CDBG-funded public improvements from low- and moderate-
income owner-occupants;
Jefferson County has complied with all public hearing and citizen
participation requirements in the development of this CDBG application, and
will certify to this compliance;
Jefferson County will development a Citizen Participation/Community
Development and Housing Plan as a product of the basic planning activities
described in this CDBG Planning-Only Grant application, and this Plan will
meet all public hearing and citizen participation requirements; and
Jefferson County designates Larry Dennison as the Authorized Chief Elected
Official and authorized representative to act in all matters in connection
with this application and Jefferson County's participation in the Washington
State CDBG Program.
