Upon finding that. a number needs to be reassigned, an accurate number shall be determined and issued. The affected property owner and/or resident shall be sent a new locator number plate with posting instructions and an explanation of reasons for the number change. . within ten working days from determining the accurate number, affected agencies shall be notified of the reassigned number to be added to their emergency numbers list. In the event an identifier number correction initiated by the county results in a cost to the property owner (such as to replace letterhead or a date stamp), this cost may be reimbursable by the county. Reimbursement, if any, shall be verified by receipts, invoices, et cetera and shall only be for the direct replacement of affected items. 3. 4.30 ROAD NAMING PROCEDURES . The Board of County Commissioners shall review all new road names to ensure that the new names are not duplicative or clo~ similar to existing names. The coÍ1nty Commissioners shall also attempt to ensure that all affected property owners, addressed along the road, have the opportunity to participate in the choosing of a road's name. Names for roads are chosen as they are established. Both county and private roads shall be established prior to approval of a plat (RCW 58.17) or under the guidelines of the Jefferson County Sub-division Ordinance and any amendements thereto. Otherwise, County roads are established by petitions of property owners, addressed along the road, or the Public Works Department and official action of the Board of county Commissioners. Other than by the filing of a plat, a private road is established when six or more locator numbers are required along a common-use driveway. Procedures for the review of naming a private road when it is established are outlined below in Subsection 4.310. Occasionally it may be desirable to change a road's name. Procedures for county and private road names changes are ãescribeà in Subsection 4.320. 4.310 NEW ROAD ADDITIONS 1. As soon as a sixth emergency number is applied for along a driveway, the owners of the real property adjacent to the driveway and addressed off of it, as shown by the county assessor's records, and the Public Works Department's records, shall be determined. The real proper~y owners, addressed along said road, shall be notified of the intent to designate the driveway as a private road. 8 2. .3. 4. The property owners will be given twenty days to submit their petion for the road name. One list of the county and private road names already being used shall be sent to a property owner to prevent duplication. If no names are submitted, the Board of County Commissioners shall choose a name. The petition will be scheduled for review by the Board of County commissioners at their regularly. scheduled meeting ~ The Board of County commissioners shall either accept the proposed road name or refer it to the property owners for another name. If referred, a second petition shall be required. If the real property owners are unable to agree upon a road name within ten days or longer as so stated by the Board, or if the second name is rejected, the Board of County Commissioners will choose a name. When accepted, the road will be added to the private road name 10g and established on the road identification map. The emergency numbers of affected property owners, addressed along said road, shall be reassigned and the emergency numbers list shall be updated. Within ten working days from the date the Board of County Commissioners accepts the road name, notice shall be made to affected agencies and property owners. Affected property owners, addressed along said road, shall be given new emergency number signs for their reassigned number. Agencies shall be given updates to their road identification maps and emergency numbers list. 5. 4.320 EXISTING ROAD NAME CHANGES 1. A request to change a road name shall be submitted on a. petition which identifies the name that is chosen for the road. This process may be initiated by the real property owners, addressed along said road, or by the Public Works Department if, in the course of its normal maintenance of this system, a potential safety problem is discovered. A minimum of fifty percent of the property owners, addressed along said road! shall sign the petition. Within ten working days from receipt of the petition, the real property owners, addressed along said road, as shown by the County Assessor's records and Public Works records, shall be determined and the signatures on the petition verified. A date shall be set with the Board of County Commissioners for a public hearing concerning comments on the proposed road name change. Notice of said hearing shall be published in the local newspaper at least ten days prior to the hearing date. All property owners, addressed along said road, and all affected agencies shall be notified of the County Commissioners' meeting.
