COUNTY OF JEFFERSON

In the matter of the establishment
of the Ludlow Watershed Management
Committee.
RESOLUTION NO. 96-90
WHEREAS, the Board of Jefferson County Commissioners wishes
to establ ish a Ludlow Watershed Management Committee for the
purpose of developing a watershed action plan for the Ludlow
Watershed in accordance with chapter 400-12 WAC, Local Planning and
Management of Nonpoint Source Pollution; and
WHEREAS, The Board of County Commissioners has responsibility
for the adoption of the Ludlow Watershed Action Plan based on the
recommendations of the Ludlow Watershed Management Committee;
NOW THEREFORE BE IT RESOLVED that the responsiblilties and
duties of the Ludlow Watershed Management Committee shall be to
assess current and projected water quality benefits and impacts in
the watershed, to identify and describe water quality problems in
the watershed, to set goals and objectives for remedy and
prevention of water quality problems in the watershed, to assist
in the development of programs and policies concerning the Ludlow
Watershed Action Plan, to review and comment upon proposed rules,
pol icies, or ordinances concerning water qual ity in the Ludlow
Waterhsed prior to their adoption by the Board of Jefferson County
Commissioners, and to oversee implementation of and revision or
amendment to the Ludlow Watershed Action Plan and to carry out
those duties prescribed therein;
BE IT FURTHER RESOLVED, that the Ludlow Watershed Management
Committee is hereby directed to adopt groundrules and a decision
making process, and said groundrules shall be thence adopted by
Jefferson County as the groundrules of the Ludlow Watershed
Management Committee. Incorporated in said groundrules shall be
the committee work plan and schedule for committee approval and any
other procedures the commi ttee shall choose to adopt governi ng
their meetings.

GROUND RULES
Ludlow Watershed Management Committee
I. PURPOSE
The purpose of the Ludlow Watershed Management Committee is to develop
and adopt a watershed management plan which describes effective actions
to prevent and abate nonpoint source pollution in the Ludlow Watershed.
II. LEAD AGENCY
The Jefferson County Planning and Building Department, Water Quality
Program wi 11 function as the Lead Agency for the Ludlow Watershed
Management Committee in accordance with WAC 400-12. The Lead Agency is
responsible for coordination of all Committee activities, submission of
the Action Plan to the Department of Ecology, administration of the
Centennial Clean Water Fund grant, and carrying out designated
implementation provisions of the approved Action Plan, along with other
implementing agencies identified in the approved Action Plan.
III. MEMBERSHIP
Representation from all local governments, special purpose districts,
tribes, watershed residents, affected parties and appropriate state and
federal agencies will be included on the Watershed Management Committee,
on separate advisory committees or both.
Watershed Management Committee members should be able to speak for and
represent the full range of interests within their local governmental
entity, tribe, community, or interest group.
Membership on the Committee wi 11 consist of those individuals whose
application for membership is confirmed by the Lead Agency, Jefferson
County Planning and Building Department, Water Quality Program.
When determined appropriate, the Committee may seek additional members
to represent affected parties, communities or agencies. The prospective
members would subsequently be confirmed by the full committee.
Membership of the Committee will conclude with the completion of the
Ludlow Watershed Action Plan, unless extended by a subsequent
resolution.
IV. MEETINGS

Watershed Management Committee members will be expected to meet at least
once a month for approximately two years.
Consistent attendence is important. Any Committe member missing three
consecutive meetings without just cause may be removed from the
Committee subject to the approval of the full Committee.
The Committee may chose to appoint sub-committees, task forces, or
designate agency staff as technical advisors for whom Committee meeting
attendance may be modified as approved by the full Committee.
All Committee meetings shall be open to the public and be subject to the
provisions of the "Open Public Meetings Act of 1971", RCW 42.30,
including proper public notification of meetings.
Special meetings may be called at any time by the Committee or Chairman,
Such special meetings will also be accorded proper public notification
as specified by the Open Public Meetings Act.
V. PROCEDURES
All meetings will be task oriented work sessions with an agenda. The
agenda wi 11 be out 1 i ned by the Commi ttee at each meet i ng. The Lead
Agency will make the agenda and any work materials necessary available
to Committee members at least one week in advance.
A draft work plan and time frames shall be prepared for the approximate
two year Action Plan preparation period (Attachment A).
The consensus agreement process will be attempted for all decision on
plan development and adoption of the final Ludlow Watershed Action Plan.
If after several attempts the Committee cannot achieve consensus, it may
(a) agree to adopt a majority rule process in place of consensus
agreement upon the approval of the full Committee and with documentation
of a minority report, or (b) attempt to reach dispute resolution as
stated in Attachment B.
A quorum of 50 per cent is required for decision making.
Three officers, a Chairman, Co-Chairman and Secretary shall be elected
by the Committee and serve for an approximate one year term.
The Chairman will facilitate the meetings and ensure that the Committee
moves through the agenda, that each Committee member has the opportunity
to speak on agenda items and that the discussion stay germane to the
agenda items.
The Chairman may, with full Committee approval, limit Committee member
or public testimony to no more than five minutes depending on work load
and available time.
The Co-Chairman will perform all the duties and responsibilities of the
Chairman during the absence or self-disqualification of the Chairman.
In the event both the Chairman and Co-Chairman are absent, the Committee
may choose a Chair pro tempore for that meeting.
The Secretary will keep a recorded summary of each Committee meeting and
provide these minutes to the Lead Agency staff at least ten day prior
to the next meeting for distribution to the Committee members.
All officers will be subject to removal for cause at the approval of the
full Committee. In such cases, re-election of officers will take place.

certain basic elements for developing and negotiating consensus on

1. The purpose of negotiations is to agree.
2. Members will refrain from personal attacks and characterizations.
.'
3. All participants in the planning process will bring with them the
legitimate purposes and goals of their organizatins. All parties
recognize the legitimacy of the goals of others and assume that
their own goals will also be respected. These negotiations will try
to maximize all the goals of all the parties.
4. Give the same priority to solving the problems of others as well as
you would your own.
5. It is the responsibility of the Committee to assure that their
members understand and abide by the~ground rules. Only those
who are able and willing to accept these ground rules shall
remain members.
6. The focus will be on interests and concerns rather than positions
and demands.
7. Members commit to fully explore issues, searching for solutions
in a problem solving atmosphere. In order to facilitate the
broades't, possible consideration of options and solutions, all
suggestions and offers will be regarded as tentative until full
agreement is achieved.
8. Commitment to listen carefully, share information and educate.
9. All communications with news media concerning these discussions
will be by agreement of the group. Everyone will be mindful of
the impacts their public and private statements will have on
the climate of this effort.
10. Members are encouraged to seek advice and information from
community members, associates and experts.
VII. RECORD KEEPING .,
Agendas, relevent materials and work plans will be provided to Committee
members in a timely fashion.
Minutes will be taken by the Secretary at all regular and special
meetings of the Committee and provided to Committee members in a timely
fashion.
An attendance roster will be kept for all meetings.
Records will be maintained by the Lead Agency staff and available for
public review in the Jefferson County Planning and Building Department's
Water Quality Program office on the third floor of the County Courthouse
during normal business hours.
VIII. PUBLIC OUTREACH AND INVOLVEMENT
The Chai rman and Lead Agency staff shall be desi gnated the publ ic
spokespersons for the action planning process.
The Committee shall develop a public involvement program for the
watershed, including holding public forums, and other means of
communication as may be agreed upon. Its purpose is to consult the
public about matters under discussion and receive their suggestions.
IX. INFORMATION
Each sUb-committee, task force, or technical advisor shall develop
procedures for keeping members informed of the progress of the action
planning process and decisions for which consensus has been achieved.
