Commissioners of Jefferson county and the
Port Townsend City council, adopting a
regional growth management strategy.
WHEREAS, rapid growth in the Puget Sound region has threatened our
endowment of clean air, pure water and natural beauty, as well as our
future economic development: and
WHEREAS, Jefferson County and the City of port Townsend are among the
fastest growing areas in the region: and
WHEREAS, in response to public concerns regarding the adverse environ-
mental and economic effects experienced from unplanned, uncoordinated
growth, the Washington state Legislature has enacted Engrossed Substi-
tute House Bill 2929, requiring certain growth management and planning
steps be undertaken by local jurisdictions, including Jefferson county
and the City of Port Townsend: Now, Therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF JEFFERSON COUNTY
AND THE CITY COUNCIL OF THE CITY OF PORT TOWNSEND that the attached
Regional Growth Management strategy is hereby adopted as the intended
overall strategy of the county and the city to provide for orderly,
coordinated management of growth within our jurisdictions in
implementation of Engrossed Substit.ute House Bill 2929, the washington
State Growth Management Act.

REGIONAL GROWTH MANAGEMENT STRATEGY
Introduction
Purpose This is the strategy through which Jefferson County and
the City of Port Townsend will proceed to provide for orderly,
coordinated management of growth as intended by the legislature
in its enactment of Engrossed Substitute House Bill 2929. The
city of Port Townsend is the only incorporated area in Jefferson
County.
Overall Planning Concept The county and city intend to meet the
requirements of ESHB 2929 in an iterative fashion, considering
and adopting comprehensive plan elements (goals, policies,
strategies) as specific implementing steps (regulations, capital
improvements) are considered. (Please see Exhibit A.) This
method is chosen for our region over a more conventional linear
planning model for two very important reasons:
1. Current growth pressures require that priority planning
elements be implemented as soon as possible.
2. Past experience in Port Townsend and Jefferson County
has shown that effective citizen participation more
readily occurs when implementing measures are under
serious consideration.
In order to assure that each comprehensive plan element, as well
as implementing actions are considered within a unifying policy
framework, the strategy includes a visioning project to assess
community values and develop an over arching mission.
The comprehensive plan itself will be a dynamic document, built
on the foundation of the existing comprehensive plans of the
county and city, and updated as each element is concluded.
Contractual Horizon The proposed workplan/timeline is a
conceptual framework that commits Jefferson County and the city
of Port Townsend through June 1991. Workplan elements after that
date are considered statements of the jurisdiction's intentions
to comply with Act requirements, but both jurisdictions reserve
the right to negotiate amendments to the timing or nature of
deliverables after June 1991.

Governmental Framework
Council of Governm~nt~ The Jefferson-port Townsend council of
Governments (Regional council) will serve as the coord;inating
committee and intergovernmental framework. The Council is
composed of Jefferson County~ the City of Port Townsend, Port of
Port Townsend, Jefferson County Public Utility District,
Jefferson Transit Authority, Olympic Educational Service District
114, Clallam~Jefferson County Community Action Council, and the
Economic Development Council of Jefferson County.
JOipt Growth Manaqement çQmmittee project management and
oversight will be provided by a joint committee formed Of the
three Jefferson county Commif,3sioners and three members of the
Port Townsend City Council. The Committee will provide overall
project direction and coordination, as well as make joint pOlicy-
level recommendations to the Board of county commissioners and
the City Council.
Lead Agepcy Due to the high level of trust and sense of common
purpose between Jefferson County and the city of Port Townsend,
the City Council is comfortable with Jefferson county serving as
lead agency. The County will convene meetings, act as fiscal
agent, and make administrative decisions without need of unduly
cumbersome intergovernmental arrangements. Major decisions may
occasionally have to be formalized by memorandum of
understanding.
Priority Elements
Jeffe;rson.2000 A joint County-City project, Jefferson 2000 will
develop a profile of community visions of the year.2000 throuqh
public survey and community workshop,tecbniques. The results
will provide a community values backdrop for policy analysis,
both geographically and by plan element, throughout the
comprehensive planning and implementing process.

Public InvQlvementProqram Although Jefferson 2000, and the
other elements which are underway have significant, meaningful
citizen participation programs, an overall public involvement
program will be developed to integrate the various elements into
a cohesive process.

Urban Commercial Sub-area Due to the rapid rate of new
development and change in the commercial areas of Port Townsend,
a high priority has been given to this element. Draft goals and
policies have been developed through public scoping meetings and
a two-day "design event." The draft urban waterfront plan and
environmental impact statement will be distributed in late
September. Much of the environmental assessment and analysis was
achieved through an EIS team of citizen volunteers. The end
product will be an urban waterfront plan including the downtown
historic district and adjacent commercial and industrial areas.
Implementing ordinances and public improvement projects will be
presented for decisions at the same time as the comprehensive
plan update for this element.

Jefferson county Subdivis~on Code The County will amend the
current SUbdivision Ordinance as the first phase of enacting
regulatory provisions of the Act and the provisions of the
existing Comprehensive plan and Development Code. The December
product will incorporate Act requirements for administrative
procedures for short plat review and approval, written findings,
and provisions for open spaces, transit stops, and consideration
for safe walking conditions for school children. Phase two will
incorporate revisions of the Comprehensive Plan and Development
Code for Jefferson county which will be completed in June, 1994.

Strip Commercial Sub-area The entrance to Port Townsend is a 3-
mile strip of SR20 from the city limits to the ferry terminal
which has become increasingly congested and hazardous as new
commercial development has occurred and traffic volumes have
mounted. The Port Townsend Gateway Project which is now underway
addresses traffic safety, business development and urban design
issues in the corridor. Goals, policies and a concept plan were
developed through a citizen-based design Charrette. Current
project activities will produce a specific development plan,
including a route development plan and design and marketing
workbooks. The Chamber of Commerce, Puget Power, Economic
Development Council, Jefferson Transit, WSDOT and Jefferson

County are active participants. The results will augment the
urban commercial element as an additional comprehensive plan
update, as well as provide a crucial element of the regional
transportation planning to be undertaken in 1991.

Resource Lands and Critical Areas The county and city will
jointly inventory and classify agricultural lands, forest lands,
mineral resource lands, and critical areas. In addition,
appropriate management and preservation regulations will be
developed in concert with an appointed citizen advisory
committee.

Land Use Fortunately, both county and City have a strong base of
data and planning within their respective comprehensive plans.
The resource and critical lands inventory will augment and help
update and coordinate this element, as will water resource
planning with the City, County and PUD.
Although an overall work program has not yet been detailed,
sufficient progress will be made in 1991 to support urban growth
area and housing planning.

Transportation Jefferson county and the City of Port Townsend
face pressing but different transportation planning needs. In
the County, residential and tourism-related growth, as well as
increased commuter traffic (especially to Kitsap County), have
resulted in some peak period congestion, particularly during
summer weekend periods. Eastbound delays at the Hood Canal
Bridge and commuter connections, as well as mounting volumes on

narrow rural roads are key transportation concerns. Formation of
a Regional Transportation Planning Organization will be
considered with Kitsap and Clallam Counties.
As Port Townsend addresses the SR20 route development plan
section within the Gateway area, coordinated planning with
Jefferson County, WSDOT and state Ferries is underway. Because
Port Townsend is located in a corner of the county on the Quimper
Peninsula and there are essentially only two roadway connections
to the rest of the county, intra-city transportation problems are
more pressing for the city. Port Townsend's existing developed
street system is generally substandard and has not kept pace with
the growth of the past three years. Tourism success has resulted
in severe downtown congestion and long ferry queues during peak
periods.
Consequently, city and County will pursue separate planning
projects, well-coordinated with each appropriate jurisdiction,
particularly Jefferson Transit and state Ferries.
Although the city plans to undertake a transportation planning
project during 1991, a specific work plan has not yet been
determined.
Housinq This element is recognized as requ1r1ng close
coordination and joint planning between City and county. It is
anticipated that the County will be particularly interested in
the extent to which Port Townsend seems willing to accept higher
density housing. At the same time, City residents maybe less
willing to accept higher densities if the County seems unwilling
to control the loss of open space and expensive sprawl in
surrounding areas. The proposed iterative method should help
resolve housing density concerns as well as related housing
issues.
The City intends to begin review of its mUlti-family needs,
goals, pOlicies and zoning in 1991. A specific work plan will'
also be developed with the County, leading to policy-level action
on each of the housing elements set forth in the Act.
Comprehensive Plan update Both Jefferson County and the City of
Port Townsend will employ an iterative planning process in
amending their respective Comprehensive Plans to incorporate
provisions of the Act with respect to content, process and
coordination. Thus each jurisdiction will be-in a continuous
process of adding new required and optional elements, amending
existing plan elements to incorporate Act requirements, and

implementing Act requirements for public participation,
coordination with capital improvement plans, and coordination
with adjacent jurisdictions. Each jurisdiction will complete
this process to assure that Comprehensive Plans are enacted that
fully implement Act requirements by July 1, 1993.

Capital Facilities Jurisdictions with independent authority for
capital facilities, such as the Port of Port Townsend and the
Public utility District, will participate in drafting a plan of
work by June, 1991, for assessing County and City Comprehensive
Plan elements relating to forecasting capital facilities capacity
needs, locations, and the sources of funds to finance
developments. Jefferson County in cooperation with these
jurisdictions and the City of Port Townsend will conduct an
inventory of the existing and planned capital facilities
locations and capacities by June 1992. The Comprehensive Plans
of both Jefferson County and the City of port Townsend will
include six year financing plans including formalized contingency
planning processes to ensure consistency between land use,
capital facilities and funding sources as conditions warrant.
Capital Improvement Plans which implement the provisions of the
Comprehensive Plans of both jurisdictions will be produced by
June, 1994.
