" p) , ) tkoJ.JA t()-ò-qo RESOLUTION NO. 99-90 POTABLE WATER EVIDENCE AS A CONDITION FOR FILING AN APPLICATION FOR A BUILDING PERMIT WHEREAS, the Growth Management Act Laws of 1990, 1st Ex. Sess., ch. 17, sec. 63, p. 2016 has amended the Revised Code of Washington (RCW 19.27) to require applicants for building permits of a building necessitating potable water to provide evidence of an adequate water supply for the intended use of the building; and WHEREAS, pursuant to the Growth Management Act the Washington State Department of Ecology has adopted interim guidelines providing 3efferson County with several options for such proof including a water right permit, letter from an approved water purveyor, or well drillers log and water quality documentation but not including alternate potable water supplies; and WHEREAS, 3efferson County citizens have relied upon water supplies using alternate means from those included in the draft guidelines which would not be included in these categories; and WHEREAS, 3efferson County wishes to implement the evidence of potable water supplies provisions of RCW 19.27 as amended as soon as practicable; and WHEREAS, the 3efferson County Board of Health has promulgated rules and procedures for certifying evidence of potable water sypplies based on DOE recommended guidelines, and WHEREAS, 3efferson County requires additional time to study the feasibility of local rules and encourage public review and comment on proposed rules regarding evidence of alternate potable water supplies. NOW, THEREFORE, be it resolved that the 3efferson County Department of Planning and Building is authorized to review only those applications for building permits that have been certified by the 3efferson County Department of Health as having provided proof of an adequate water supply. Such review and certification shall not, at this time, include systems using methods not specifically provided for in the Washington Department of Ecology Interim Guidelines for Determining Water Availability for New Buildings (Interim Guidelines) until and unless the 3efferson County Board of Health has adopted' rules and procedures for alternate means of proof of adequate water supplies from those currently provided in the In~eT~~~id~lines. ;.;þ - -<0' ,. ,~...._ ,":. :~/~',~'.<' ·.,:~~#~,'~::l<~,iiS /4.' day of f)~f~/~ 1990. _\:z-; Ie '* '.'1: ' : ~ ~ '.
