The explanation for this need is as follows: ITEM 1: $1,200 FOR THE ADMINISTRATIVE CLERK POSITION. This need had been identified in a March 19, 1990 letter (attached) as being the net increase required to meet the three month advanced hiring of the Administrative Clerk (April 1 rather than July 1). This request had met your approval. This is the first opportunity we have had to appropriate the necessary funds. ITEM 2 AND ITEM 3: $10,220 FOR THE RESIDENTIAL APPRAISER AND $1,000 FOR PERSONAL BENEFITS. This is the cost of adding the additional appraiser position to our staff for over half of the 1990 budget year (three months of which were in a temporary appointment until we had time to fully advertise, test, and hire into the position). The actual benefit cost is considerably higher than $1,000, but shifts in coverage for other employees as well as the three months of non-coverage for the position formerly held by Robert Barry helps offset the impact of the increase. Please remember that the amount of new construction generated by this new appraiser . alone will increase the county revenues in 1991 by more than his wage & benefit expense. ITEM 4: $500 FOR POSTAGE We have had a dramatic increase in the number of mailings this year as a result of new construction and revised change of value notices. We did not adequately forecast this need at the end of last year. (In the past there had also been some account carryover from one budget year to the next on the postage meter for my department.
