6-89
TO INCREASE ELECTION OFFICERS RATE OF PAY
WHEREAS, the election officers (inspectors, judges and clerks) for
Jefferson County have been paid the minimum Federal allowance, in the amount
of $3.00'per hour, with no increase in wage rate for the past seven (7)
years; and
WHEREAS, due to their 'devotion to the County and willingness to work
long hours at a pay rate far below the average employee, the Jefferson County
Auditor recommends a pay rate increase for the said election officers to
conform to the State minimum wage; now, therefore,
BE IT RESOLVED, by the Board of Jefferson County Commissioners, that the
Auditor be, and she is hereby authorized to pay the election workers a new
rate of $3.85 per hour effective this date; and the rate of $4.25 per hour
effective January 1, 1990.
APPROVED AND ADOPTED this ~~day of January, 1989.

Subj: Precinct Election Officers' Compensation
Gentlemen:
The precinct election officers (inspectors, judges & clerks) for
Jefferson County have been paid at the rate of $3.00 per hour
without any increase for the past seven (7) years.
Washington State minimum wage has been increased from $2.30
per hour to $3.85 effective January 1, 1989; and $4.25 effective
January 1, 1990~
Their devotion to the County and willingness to work long hours
at a pay rate far below the average employee demands that in all
fairness I recommend to the Board a pay rate increase for our
election officers. The increases to conform to the state
minimum wage.
I anticipate no impact to the 1989 Elections Budget as a result
of your approval of my recommendation.

WHEREAS, the election workers for Jefferson County have been
paid the minimum Federal allowance, in the amount of $2.30 per hour,
with no increase in wage rate for the past five (5) years; and
WHEREAS, due to their devotion to the County and willingness
to work long hours at a pay rate far below the average employee, the
Jefferson County Auditor recommends a pay rate increase for the said
election workers; now, therefore,
BE IT RESOLVED, by the Board of Jefferson County Commissioners,
that the Auditor be, and she is hereby authorized to pay the election
workers a new rate of $'i,Dopes hour effective January 1, 1982.

The minimum wage law passed by voters in November 1988 goes into effect
Jan. 1,1989. Following are some questions commonly asked by employers and workers.
· How much is the new state minimum wage?
On Jan. I, 1989, the Washington state minimum wage will be $3.85 per hour. On
Jan. I, 1990, it will increase to $4.25.
· What employees are covered under the new minimum wage law?
Employees in the state of Washington 18 years of age or older, except for certain
jobs exempted bylaw (RCW 49.46).
· What about employees under age 18?
Most minor employees in Washington work for businesses covered by the federal
Fair Labor Standards Act (FLSA). These businesses are required to pay their
minor employees the federal minimum wage of $3.35.
For those minors not covered under FLSA, state law requires the director of the
Department of Labor and Industries to set the minimum wage. That minimum wage
is currently $1.75.
· What industries are covered under the new minimum wage law?
Nearly all industries in the state, including agriculture.
· How do I know whether the state or the federal minimum wage
applies?
Both federal and state employment laws say if two minimum wages apply, the
worker must receive the higher of the two wages. The federal minimum wage
is $3.35, so as of Jan. I, the new state wage will be higher than the federal
minimum.

Are there penalties for non-compliance?"
Employers who do not comply to the new law are subject to lawsuits for back
wages and penalties.
· Are there recordkeeping requirements?
Every employer subject to the provisions of the law must keep employment
records stating employees' names. addresses, occupations, rates of pay and actual
hours worked, Those records are open to inspection by the Department of Labor
and Indusnies.
