SUMMER MOTIVATIONAL AND ACADEMIC RESIDENTIAL TRAINING (SMART) PROGRAM 62-88 WHEREAS, the Board of Commissioners recognize the need for and support increased educational opportunities for County residents, especially youth residents; and, WHEREAS, the statewide Summer Motivational and Academic Residential Training (SMART) program was recently initiated through the Job Training Partnership Act (JTPA) program to enhance local educational and work experience opportunities; and, WHEREAS, the SMART program enables eligible 14 and olds to receive academic instruction, work experience opportunity to participate in volunteer community proj ects during an eight-week period on the campus of Washington University; and, 15 year and an service Western WHEREAS, the Olympic Private Industry Council and the Olympic Consortium Board have a110ted JTPA funds for two Jefferson County student openings; THEREFORE, BE IT RESOLVED, regular session assembled, that and MICHAEL BARNHOUSE attend SMART this summer. by the Board of Commissioners, in ROBERT FROEHLICH be sponsored by the Board to ADOPTED this ~ day of June, 1988. Eligible youth will receive intense academic instruction, motivational training, and work experience seven days a week on a college campus (University of Washington or Western Washington University). The total cost per student will be $3,249. The cost to JTPA is $1,740 per participant. The remaining costs will be paid by the Higher Education Coordinating Board and the State Board for Vocational Education. Students will be referred by local school districts to JTPA youth program operators for intake and assessment. Proposed SMART eligibility criteria are as follows: o Be JTPA eligible - economically disadvantaged o Be 14-15 years old at enrollment o Be entering 9th or lOth grade o Be a potential dropout: have average to high ability, low motivation, and low achievement; or have average to high ability, high motivation, but a negative home environment; or, have low to average ability, high motivation and low achievement.
