"",~' ) STATE OF WASHINGTON COUNTY OF JEFFERSON / ,;/. /. .", / r In the matter of x IŒSOr.UTION NO. 88-88 An Intent to Exchange Property with the City of Port Townsend --~----- <r ^ u ^ .. ^ WHEREAS, the County of Jefferson, and the City of Port Townsend desire to exchange properties within the city limits of the City of Port Townscnd, and WHEREAS, the County of Jefferson is the owner of the north 100 feet less the north twelve feet less the south ten feet of Lot 8, and the west 25 feet less the north twelve feet and the south ten feet of' Lot 6 of Block 40 of the plat of the Original Townsite of Port Townsend, as recorded in Vol. 1, Page 1 of Plats, records of the Jefferson County Auditor, State of Washing- ton, and WHEREAS, the County of Jefferson has filed with the City of Port Townsend a street vacation request to vacate that portion of Jefferson Street .lyjnU between Blocks 79 and 66 of L.B... Hastings First Addition, as recorded in Vol.1, Page 23 of Plats, records of Jefferson County Audi tor, State of vJashington, and WHEREAS, the City of Port Townsend shall waive all fees relating to the proposed street vacation, NOW THEREFORE BE IT RESOLVED, that Jefferson County shall exchange its property in Port 'Townsend Original Townsi te as described above for that portion of Jefferson Street to be vacated as described above, and FURTHER BE IT RESOLVED, shall, when said street is vacated, transfer by resolution, consistent with RCW 39.33.010, "Inter- governmental Disposition of Property", to the City of Port Townsend the property described herein. ^ PASSED AND ADOPTED THIS.__~;____DAY OF~7'~ ,1988. The state of Washington, through any department, division, bureau, board, commission, authority, or agency thereof, and all counties, cities, towns, and other political subdivisions thereof, is hereby authorized to enter into any contract with the United States of America, or with any agency thereof, for the purchase of any equipment, supplies, materials, or other property, without regard to the provisions of any law re- quiring the advertising, giving of notices, inviting or re- ceiving bids, or which may require the delivery of purchases before payment, and to this end the executive head of any such department, division, bureau, board, commission, authority, or agency of the state, the county commissioners and the executive authority of any city or town, may designate by appropriate resolution or order any office holder or employee of its own to enter a bid or bids in its behalf at any sale of any equipment, supplies, material or other property real or personal owned by the United States of America or any agency thereof, and may authorize said person to make any down payment, or payment in full, required in connection with such bidding. (I) The state or any municipality or any political subdivision thereof, may sell, transfer, exchange, lease or otherwise dispose of any property, real or personal, or property rights, including but not limited to the title to real prop- erty, to the state or any municipality or any political subdivision thereof, or the federal government, on such terms and conditions as may be mutually agreed upon by the proper authorities of the state and/or the subdi. visions concerned. (2) This section shall be deemed to provide an alter- native method for the doing of the things authorized herein, and shall not be construed as imposing any addi- tional condition upon the exercise of any other powers vested in the state, municipalities or political subdivisions. (3) No intergovernmental transfer, lease, or other dis- position of property made pursuant to any other provi- sion of law prior to May 23, 1972 shall be construed to be invalid solely because the parties thereto did not comply with the procedures of this section. In downtown Port Townsend, behind the Back Alley Tavern and all other buildings in that parking lot/alley area, we have a considerable problem with propane tanks. There are currently at least six (6) separate propane tanks that are located sporadically and, in several instances, unsafely in this general area. If my information is correct, the County owns the property behind this area, going up to the bluff. If this is correct, I would like to request that the County grant permission for the location of a single, large propane tank to be located right at the base of the bluff, away from the buildings, with individual metered lines installed to each business or residence that requires propane. Your approval of this plan would be contigent that whomever installs the tank and lines will assume liability and responsibility for their proper installation, maintenance and safety. This proposal will allow an existing unsafe situation to be corrected in the best interest of the citizens of Port Townsend, fire and safety.
