WHEREAS, Jefferson County ~s applying to the State of
Washington for a Community Development Block Grant, and
WHEREAS, it is necessary that certain conditions be met as
part of the application requirements, and
WHEREAS, Jefferson County shall agree to comply with all
applicable federal and state regulations in the event that this
application is selected for funding,
NOW, THEREFORE BE IT RESOLVED:
WHEREAS, Jefferson County will comply with applicable
federal and state regulations in regard to environmental impact
of the project, and
WHEREAS, Jefferson County will provide citizens with the
opportunity to comment on the proposed public facility develop-
ment activities and the estimated cost of the project in relation
to the activities planned to benefit low- and moderate-income
persons,
That B. G. Brown, Chairman of the Board of Jefferson County
Commissioners, is authorized to submit this application to the
State of Washington on behalf of Jefferson County.
WHEREAS, Jefferson County will minimize displacement as a
result of activities assisted with CDBG funds; and assist persons
actually displaced as a result of such activities; and
WHEREAS, Jefferson County will conduct and administer its
program in conformance with Title VI and Title VIII, and affirma-
tively further fair housing, and
WHEREAS, Jefferson County will provide opportunities for
citizen participation comparable to the state's requirements
(those described in Section 104(a) (2) (3) of the Act, as
amended), and
WHEREAS, Jefferson County will not use assessments or fees
to recover the capital costs of CDBG-funded public improvements
from low- and moderate-income owner-occupants, and
