A RESOLUTION
ADOPTING THE JEFFERSON COUNTY
HAZARDOUS MATERIALS-WASTE
SPILL CONTINGENCY PLAN (SARA
TITLE III)
WHEREAS, Jefferson County has a network of state highways and
county major arterials that are used to carry various hazardous
materials, and spillage of a hazardous material could become a threat
to the local environment as well as human life; and
WHEREAS, the diverse nature of an incident involving
hazardous materials is such that no single government agency or
industry is capable of handling all potential incidents alone. The
effects of a hazardous materials incident vary, depending on such
factors as the materials involved, quantity, the location which
includes the proximi ty of surface water, populated areas and
involvement of transportation routes. Other factors include time of
day and weather conditions and in the case of airborne pollutants,
wind speed and direction are very important, as well as the immediate
response capability; and
WHEREAS, any incident in which hazardous materials are
involved has the potential for escalation from a minor incident to a
full scale disaster. The hazardous properties of chemicals, motor
fuels, radioactive substances and other potentially dangerous
materials range from explosive to highly flammable to poison. They
have the capability to contaminate the air, water and other aspects
of the environment wi th quanti ties harmful to human, animal, plant
and marine life. The potential for loss of life, extensive property
damage, and environmental contamination is always possible when
hazardous materials are present; and
WHEREAS, the intent of this plan is to provide a pattern for
effective, efficient and consistent response to spills by local first
response personnel, including state, local and private entities. It
is intended as a guide and to allow for the flexibility necessary in
response to the variety of spill incidents to be encountered; and
WHEREAS, Policy objectives as follows:
1. Provide for a rapid, safe response to any spill incident
within Jefferson County.
2. Identify the hazard, isolate the scene, and evacuate the area
when necessary.

3. Identify a process for notification of authorities.
4. Clarify responsibilities of district personnel and spill
coordinators.
5. Be better prepared to provide protection for human health.
6. Help minimize the probability of accidental spills.
NOW, THEREFORE, BE IT RESOLVED, by the Board of Jefferson
County Commissioners, that due to the above purpose and objectives of
the County Hazardous Materials-Waste Spill Contingency Plan having
been def ined, and in conformance wi th Federal Section 303 of the
Superfund Amendments and Reauthorization Act (SARA Title III), said
Plqnis hereby adopted as Annex "Z" of the Jefferson County Emergency
