RESOLUTION NO. 26-87
ESTABLISHMENT OF A HEALTH DEPARTMENT
COMMUNITY HEALTH NURSING ADVISORY BOARD
WHEREAS, the Jefferson County health Department provides a
variety of nursing and health related services to the residents of the
County; and
WHEREAS, the Board of County Commissioners serving as the
Health Board has the responsibility for the operation of the Health
Department and the community services it provides; and,
WHEREAS, achievement of public health goals can best be
accomplished through the active involvement of the local citizens; now,
therefore,
IT IS HEREBY RESOLVED, that a Health Department Nursing
Service Citizen Advisory Board be and it is hereby established. The
said Advisory Board shall be composed of ten (10) members of the local
community to be appointed by the Board of County Commissioners. The
general duties and responsibilities of the Advisory Board shall be to
provide community input in setting the goals and objectives of the
Community Health Nursing Division and to advise about programs used to
reach those goals. Final responsibility for the management of the
Health Department Nursing Service rests with the Board of County
Commissioners and is carried out by the Health Department staff.
IT IS FURTHER RESOLVED, that the business of the Health
Department Nursing Service shall be in accordance with the attached
Guidelines for Operation.

GUIDELINES FOR THE
HEALTH DEPARTMENT COMMUNITY HEALTH NURSING ADVISORY BOARD
ARTICLE I. NAME AND OBJECTIVES:
1) The name of this organization is the Community Health
Nursing Advisory Board.
2) The purpose of this Advisory Board is to provide
community input in setting the goals, objectives and
programs of the Community health nursing Division to the
Director of Nursing Services and the Board of Health.
3) In conjunction with its' duties the Advisory Board shall
a) Provide selected members to serve on subcommittees
who will:
* Act as trustees of the Department on behalf of
its' funding sources and donors.
* Advise on fund raising and revenue
enhancement.
* Interpret community response to the Board in
event of proposed program or fee changes.
* Act to identify and initiate contract with
groups who can benefit from Health Department
services or contribute to Health Department
goals.
* Promote recognition and favorable opinion of
the Department.
* Participate in evaluation and policy
formation.
b) Be knowledgeable about public issues involving the
agency and in interpreting these issues to public
officials.
c) Participate in projects which, from time to time,
the Advisory Board selects to further the work of
the Department.
ARTICLE II. COMPOSITION OF MEMBERSHIP AND TERM
1) The Advisory Board shall be composed of ten (10) members of the
community appointed by the Jefferson County Board of Commissioners
and shall sit on the Advisory Board at the pleasure of the Board
of County Commissioners.
2) The Advisory Board members will normally remain on the Board for a
two year period. At the end of each two year period the Board of
County Commissioners shall designate a new Advisory Board. In

order to provide continuity the initial appointment of the
Advisory Board members shall provide for five (5) members to be
appointed for a one year period and five (5) members for a two
year period.
ARTICLE III. OFFICERS AND DUTIES
1) The members of the Advisory Board shall elect a President, Vice-
president, Secretary and any other officer as deemed appropriate.
If advisable the duties of any two offices, except President and
Secretary, may be combined. Elections shall be held annually.
2) President shall preside at all meetings of the Advisory Board.
3) Vice-president shall sit for the President in his or her absence
and be in charge of publicity.
4) Secretary shall keep a record of the proceedings of all meetings
of the Board; be custodian of all correspondence and records; and
shall write minutes of meetings as well as all correspondence and
notices of meetings.
ARTICLE IV. MEETINGS
1) Notice of all of the Advisory Boards' meetings shall be given one
week in advance. Such notice shall be posted on the bulletin
board at the Health Department and at other places as would
adequately notify the community of such meetings.
2) All meetings of the Advisory Board shall be open to the public.
3) Meetings shall be held on a regular basis as required at a time
and place convenient to both the Advisory Board and the public.
4) A record shall be made of all Advisory Board meetings and that
record shall be transcribed and submitted to the Jefferson County
Board of Commissioners within one (1) week of the date of the
meeting.
ARTICLE V. MISCELLANEOUS
1) "Roberts Rules of Order" shall apply for the conduct of all
Advisory Board meetings.
2) These guidelines for operation may be amended by resolution of the
Jefferson County Board of Commissioners. Recommendations for
changes should be submitted to the Board where such change would
allow the Advisory Board to more efficiently and effectively
perform its' function.
