WHEREAS, the Economic Adjustment Initiative is a partnership ofthe United States
and the State of Washington; and,
WHEREAS, the Board of Commissioners has reviewed the project applications
submitted for Jefferson County against the developed criteria for establishing a numerical priority
listing.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners
that the priority for these projects is hereby adopted as provided in EXHIBIT "A" attached.
BE IT FURTHER RESOLVED, that the Board of County Commissioners has directed
that Staff bring this list forward on a quarterly basis for project review and prioritization.

As you are aware, the EDC of Jefferson County, acting as the List Coordinator for
the state-sponsored W A-CERT process, has recently initiated an update of the list
of projects that agencies within our county have submitted as part of their overall
development strategy that includes the probability of soliciting federal and/ or
state funding.
After culling the list for completed or withdrawn initiatives, I convened a
meeting on March 16 of the current sponsors to prioritize those projects still
remaining. At that meeting, the following ranking was determined:
#1 Northwest Maritime Center (NW Maritime Center)
#2 Upper Sims Way Infrastructure Improvements (City of Port Townsend)
#3 Olympic Gateway Visitor Center ijefferson County)
It is now appropriate for the County Commissioners to consider a resolution in
support of this ranking in line with the mandate of W A-CERT and that board's
schedule for meeting to review community updates. Their next meeting is April
1, 2004. While it is not crucial that the county meet this deadline (W A-CERT
meets every quarter), it could prove efficacious for efforts regarding solicitations
for funding now being undertaken by the NW Maritime Center.
The EDC of Jefferson County stands ready to help where it can to expedite the
update of the list.

Designed to enhance the working waterfront of
Port Townsend and to provide a focal point for
sustainable economic and tourism development.
The NWMC is building a 27,000 sq ft
educational and cultural center to provide a
physical presence within the National Landmark
Historic District to showcase the regional
significance and importance of the area's
marine trades and maritime activities. Marketing
efforts by the NWMC will strengthen Port
Townsend's international reputation as a center
for contemporary marine trades and traditional
wooden boat building and repair. The NWMC
facilities will provide conference areas,
classrooms and hands-on shops for vocational
training, lectures, workshops and continuing
education for the marine trades professional. In
addition, the NWMC will offer visitors and
residents a variety of heritage and visitor
services, programs & activities. The NWMC will
also generate 35 additional full-time jobs.

The success of the Center will partly be
determined by the number of individuals and
businesses it serves: 1-the number of annual
conferences, retreats and participants; 2-the
number of visitors (I.e. tourists) to the facility; 3-
the number of individuals and businesses
served by training and education components of
the Center; 4-the Center's own retail sales and
work space revenues. Particular emphasis will
be placed on attracting visitors to the facility
during the shoulder tourism seasons, enhancing
the year-round benefits of Port Townsend's
historic and waterfront resources. The project
will also clean up and redevelop an abandoned
"brownfield" site and create a regional
multipurpose educational and cultural facility
fostering downtown revitalization efforts.
The project will increase recreational and
education maritime opportunities, encourage
pedestrian uses, and preserve historic working
character at the heart of our Victorian seaport.
Encouraging marine trades and tourism industry
development are specific goals in the area's
diversification strategy.
The project furthers the goals outlined in the
Point Hudson Master Plan. Development of
marine trades and tourism industries are also
included as goals in the City of Port Townsend's
Comprehensive Plan.

To date $6,400,000 has been leveraged
towards our $10,143,000 goal; this includes a
$1,000,000 HUD section 108 loan and a
$500,000 Brownfields Economic Development
(BED I) grant. Northwest Maritime Center Board
and Staff have successfully completed the first
three phases of this five phase project. In
addition phase four, which includes dock
construction, is well underway. The dock is
scheduled to open in May 2004.
Formal outreach to the community is an
important part of this project. Included in the
opportunities for public input are the kickoff
reception (which took place at this year's

Extend and expand water and transportation
infrastructure in the Upper Sims Way
Commercial District. Projects were first
envisioned in the 1992 Port Townsend Gateway
Plan and the 1998 Water System Plan. The
scope for Phase I is the extension of waterlines
on Upper Sims Way for fire flow. Phase II
includes the installation of a center turn lane at
Sims and McPherson with lanes widened for a
bike lane and curbs. Phase III installs a traffic
light and intersection improvements on Howard
Street. The City is ready to move forward on
Phase I in 2004 and it will be funded through the
utility fund. The City will be seeking funding for
Phases II and III.

and the 2003 Capital Improvement Plan. The
1992 Gateway Plan and the 1994 Arterial Street
Plan identified the need for improvements in
Sims Way. Many have been implemented over
the past 10 years (Haines St, Mill Road light and
center turn lane).
Waterline extension - conceptual design
Currently the Port Townsend Business Park is
working on the Howard Street light conceptual
design.
Local funds are obligated in the City's adopted
CIP.
Conditions placed on new development require
financial participation in the projects.
This project will increase fire flow (fire flow
currently inadequate and no new businesses
can locate there), provide a traffic light to allow
left turns off of Sims Way to create enhanced
and safer access to the businesses, provide
bike lanes and pedestrian crossing,

Project is to design and construct a Visitor
Information Center and Cultural Interpretive
Facility at the intersection of SR104 and SR19,
to replace the existing temporary structure. The
purpose of the project is to tap a portion of the
30,000 person per day average traffic on SR104
and redirect it to recreational, cultural and
business opportunities and events throughout
the eastern portion of the Olympic Peninsula.
Facility will be owned and operated by Jefferson
County with support from County L TAC. Project
will encompass about 10 acres to include
access & parking, visitor information center,
interpretive space, restrooms, and picnic areas.

Information on tourist volumes is already
available from statistics kept by the Lodging Tax
Advisory Committee, and by tracking traffic
counts on the Hood Canal Bridge and Kingston-
Edmonds and Port Townsend-Keystone ferry
routes. But noting both the overall traffic
volumes and the visitation to area tourist
accommodations and tourist-sensitive
businesses in eastern Jefferson County, we can
evaluate the impact of the visitor center, and
learn how to tailor its service program to be
most effective in promoting and servicing tourist
visitation.

and economic activity, promoting the growth of
arts events, maritime trades and marine and
natural area recreational opportunities,
shopping, hospitality and services. It also will
assist in building support for modern sustainable
forestry and fishing industries.
Olympic Gateway Visitor Center will be ranked
in the Jefferson County Transportation
Improvement Plan.
Conceptual Planning and Preliminary Site
Layout were completed in 1999. Funding for
environmental assessment, site planning and
project design has been recommended by the
Peninsula Regional Transportation Planning
Organization and is expected to be available by
1 April 2000.
PRTPO recommended allocation of $190,000 to
Jefferson County for planning and design of a
visitor center and interpretive center. This
funding is provided under the TEA-21
Transportation Enhancement program, and
funding may not be used in connection with
commercial activities nor for a conventional
highway rest facility.
Olympic Resource Management has committed
to donation of up to 20 acres of land for the
project site. The Jefferson County Lodging Tax
Advisory Committee is supporting the project
and has committed $5000 in seed money to get
it underway. WSDOT has formally endorsed the
project, and plans to accomplish safety
improvements at the SR 1 04/SR 19 intersection
in connection with construction to the project
and access to the site.
Project will contribute to safety improvements of
highway intersection and will provide bridge and
ferry information to travelers on a major tourist
route, thus improving trip planning for visitors to
the Olympic Peninsula.
This site is ideally located for the proposed
uses. Less than 6 miles from the Hood Canal
Bridge, it will offer direction to a major proportion
of the tourist traffic headed for the Scenic
Highway 101 Loop of the Olympic Peninsula
from the populous east shore of Puget Sound,
and it will intercept those travelers before they
have passed important attractions from Brinnon
to Discovery Bay and on the Quimper
Peninsula. Not only is the Peninsula a renowned
attraction for tourists from out of state, but it also
serves as a prime vacation, arts & culture, and
recreational resource for residents of Western
Washington. The next opportunity for public
information is not until Sequim, some 30 miles
distant. The site also offers the opportunity for
