J ~__)s'J().~tf ~.G-.- STATE OF WASHINGTON County of Jefferson In the Matter of: } Providing a Positive Cash Balance } For the Watershed Fund } RESOLUTION NO. 19-04 WHEREAS, Jefferson County received a grant from the Washington State Department of Ecology to provide funds for WRIA 17 Watershed planning; and, WHEREAS, the Watershed Fund is short of cash due to the retainage condition on the last $25,000.00 of grant funding. NOW THEREFORE BE IT RESOL VED that the County Treasurer be and is hereby authorized to transfer funds from the General Fund in the amount of $25,000.00 to the Watershed Fund (124-000-010) to be held as a Restricted Fund Balance. BE IT FURTHER RESOL VED, that the Restricted Fund Balance shall be used to provide funding to maintain a positive cash balance for said fund. IT IS FURTHER RESOL VED, that the disclosure for transfer of such funds shall be made as an Equity Transfer on the County's Annual Financial Statements. I have one invoice waiting to be processed and $25,000 that will be received from Department of Ecology once the project is completed. i All the deliverables for the WRIA 17 Watershed Planning Grant G9800290 have been completed, with the exception of completing the final public hearing and printing the plan. At that point, we will be in full compliance with the requirements of the grant agreement, and eligible to receive the $25,000 retainage. In order to continue the final phase ofthis agreement, I am requesting a transfer in the amount of $25,000 as a restricted reserve. I have attached a copy of the agreement between Jefferson County Health & Human Services and Department of Ecology to provide you with more detail regarding the $25,000 retainage. I have also attached an email from Cathy Hubbard, who is the Watershed Grants Administrator from Department of Ecology. Let me know if you need additional information. G9800290 ~ ~ \? v '? 0: ~~~ PURPOSE: To amend that agreement between the Department of Ecology, hereinafter referred to as 'Ecology' and, Jefferson County, hereinafter ~ferred to as 'Recipient'. IT IS MUTUALL Y AGREED that the agreement is amended as follows: The projects cost and grant amount is increased by $113,889 for Phase 3. The total projects cost and.grant amount under the original agreement and all subsequent amendments thereto shall not exceed $500,000. To date, the recipient has been awarded full funding for Phases 1 and 2, and partial funding for Phase 3. Fiscal Year (FY) Funding is outlined as follows: FY 99 Phases 1 and 2 FY 00 Phases 1 and 2 FY 01 Phase-3, partial 10% withheld: $13,611 FY 01 Phase 3, remaining 10% withheld: $11,389 $242,603 $7,397 $122,500 $102,500 The total 10% withheld ($25,000) to be distributed upon completion of Phase 3 performance measures. To date, we have awarded $500,000 and have disbursed $475,000 to Jefferson County. Ecology has retained $25,000 pending satisfactory completion of performance measures as outlined in the agreement. Upon completion of the performance measures and receipt of deliverables, Ecology will release the retainage. Phil Wiatrak, Watershed lead, will need to approve the release of the retainage. To access the retainage, we will need a completed and signed A-19 and a summary expenditure sheet completed. I have attached the summary expenditure sheet. I hope this helps.
