In the Matter of Reimbursement to }
Certain County Officials }
for Use of Personal Vehicles }
RESOLUTION NO. 23-04
WHEREAS, the elected Board of County Commissioners have official duties and
responsibilities which require the use of a motor vehicle; and, these duties and responsibilities are
such that they require the use of a County owned vehicle or reimbursement to these officials for the
use of a personal vehicle; and
WHEREAS, the County legislative authority is authorized by RCW 42.24.090 to specify
payment of a personal vehicle allowance; and,
NOW, THEREFORE, BE IT RESOL VED, by the Board of Jefferson County
Commissioners that each County Commissioner are each hereby authorized to make a choice
annually during the preliminary budget process for the following year of one of the following
methods for their transportation needs in the perfonnance of their official duties:
1) Use a County car designated for their use only.
2) Submit a monthly expense voucher for all miles driven on official County business
as provided in the County Travel Policy.
3) Utilize his/her private automobile for all official County business for which an
Personal Vehicle Allowance payment will be made per month by a vouchered
expense claims warrant.
BE IT FURTHER RESOL VED, that the Board of County Commissioners set the Personal
Vehicle Allowance to be ninety percent (90%) of the average (mean) monthly rental cost for a mid-
size vehicle which is determined by the Central Services Department as part of the preliminary
budget process each year. Such percentage is hereby established for each position authorized to
receive the Personal Vehicle Allowance.

BE IT FURTHER RESOL VED, that if the Personal Vehicle Allowance option is chosen by
a person authorized to receive an Personal V ehi~le Allowance, it shall be in lieu of the use of any
County owned vehicle and shall be full payn1:enttø that person for all automobile expenses
incurred by them while on official County business.
BE IT FURTHER RESOL VED, that prior to receiving an Personal Vehicle Allowance
payment, each person authorized to receive such payment shall provide to the County Auditor a
Certificate of Automobile Liability Insurance that is in the amount established by the County's
Risk Manager, and not less than required by the State of Washington, that names Jefferson County
as an additional insured.
BE IT FINALLY RESOLVED, that this Resolution repeals and replaces Resolution12-03.
