Proposition I for 1110 of 1 % Sales
Tax for Emergency
Communications
RESOLUTION NO 28-04
WHEREAS, Section 82.14.420 Revised Code of Washington, authorizes the County legislative
authority to submit to the voters a proposition to increase the sales and use tax by one tenth of one percent
(1/lOth of 1 %) for the sole purpose of providing funds for the costs associated with equipping and operating
emergency communication systems and facilities; and
WHEREAS, the City of Port Townsend, Jefferson County and Fire Protection Districts 1,2,3,4,5,
and 6 jointly established a consolidated emergency communication (E-9ll) center known as JeffComm; and
WHEREAS, JeffComm receives funding redistributed by the State of Washington from telephone
excise tax and from user fees assessed to its member agencies. The total funding received from local and state
sources covers current operating expenses and incoming telecommunication technology, and
WHEREAS, the equipment and technology necessary for out going communication is not eligible
for state funding, and
WHEREAS, the JeffComm member agencies have identified that approximately two million
dollars is necessary to replace outdated and obsolete radio and telecommunication equipment, to provide
coverage in areas currently not receiving adequate communication coverage, and to provide interoperability
between responding agencies (police, fire, medical), and
WHEREAS, the tax funds collected from a voter approved sales and use tax increase would be
dedicated first to upgrade and maintain radio and telecommunication equipment, eliminating 'dead' spots, and
promoting interoperability, and
WHEREAS, an increase in the sales and use tax is the only funding source available for this much
needed equipment, which will not impact the day to day operating budgets of the Fire Protection Districts, the
City Police and County Sheriff.

NOW mEREFORE BE IT RESOLVED by the Board of Jefferson County Commissioners that
the following proposition shall be placed before the voters on the November General Election ballot:

The proposition would increase the sales and use tax within Jefferson County by one-tenth of 1 percent for
the purpose of providing funds for the costs associated with financing, design, acquisition, construction,
equipping, operating, maintaining, remodeling, repairing, re-equipping, and improvement of emergency 9-1-
1 communication systems and facilities.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF PORT TOWNSEND, WASHINGTON DECLARING
SUPPORT FOR PLACING A COUNTY-WIDE 1/10TB OF
1 PERCENT SALES TAX PROPOSITION ON THE
BALLOT TO PROVIDE CONSISTENT FUNDING
FOR EMERGENCY COMMUNICATIONS SERVICES
WHEREAS, protecting the public safety is a foremost responsibility for local
government; and
WHEREAS, JeffCom Communications Center (911) provides the fIrst line of
response for citizens in need of emergency assistance; and
WHEREAS, because every person in Jefferson County relies on the availability
of 911, it is appropriate for all County residents to share the cost of emergency dispatch;
and
WHEREAS, the State of Washington has provided legislation (RCW 84.14.420)
to fund emergency communications through a voter approved sales tax increase to help
insure that adequate and responsible emergency services are available to all citizens; and
WHEREAS, providing a consistent level of funding to sustain emergency
dispatch service is a high priority for the Port Townsend Police Department, Port
Townsend Fire Districts and all emergency service agencies in Jefferson County; and
WHEREAS, all of the agencies served by the JeffCom Communications Center
(911) have weighed the options available for funding the program and have agreed that
the sales tax is the most fair and equitable solution; and
WHEREAS, 100% of the revenue generated by the 1/10th of 1% sales tax will be
dedicated to emergency communications service; and
WHEREAS, 100% of the revenue generated by this proposition will fulfIll local
needs;
NOW, THEREFORE, BE IT RESOLVED by the City Council ofthe City of
Port Townsend as follows:
The Port Townsend City Council does hereby give its full and unqualifIed support
to placing on the fall 2004 County-wide ballot an emergency communications sales and

use tax ballot proposition, and urges the Jefferson County Board of Commissioners to
likewise support the placing of an emergency communications sales and use tax ballot
proposition on the Fall, 2004 county-wide ballot.
ADOPTED by the City Council of the City of Port Townsend at a regular
meeting thereof, held this seventh day of June, 2004.

COMMISSIONERS AND SECRETARIES ASSOCIATION
DECLARING SUPPORT FOR PLACING A COUNTY-WIDE

Sales and Use Tax
The Board of County Commissioners for Jefferson County adopted Resolution #28-04
authorizing a ballot proposition for a 1/10th of one percent sales tax for emergency
communications. The proposition, if approved by a majority of the citizens voting on this
proposition, would increase the sales and use tax within Jefferson County by one-tenth of
1 percent for the purpose of providing funds for the costs associated with the financing,
design, acquisition, construction, equipping, operating, maintaining, modeling, repairing,
re-equipping, and improvement of emergency 9-1-1 communication systems and
facilities.
