RESOLUTION NO. 33-04
WHEREAS, the State of Washington establishes the State Building Code as set forth in
RCW 19.27.031, and;
WHEREAS, the Jefferson County Board ofCornmissioners (the "Board') has adopted by
reference numerous building codes for the health, safety and welfare ofthe citizens as set forth in
the Jefferson County Code, and;
WHEREAS, the Washington State Building Code Council through rulemaking in the
year 2003 set a date of July 1, 2004 for the implementation of select International Codes
published by the International Code Council, Inc., in place of the previously used Unifonn
Building Code and/or other construction codes, and;
WHEREAS, the State has elected to continue use of the Unifonn Plumbing Code
published by the International Association of Plumbing and Mechanical Officials, and;
WHEREAS, the Board intends to amend the Jefferson County Code in order to adopt by
reference the State Building Codes, and;
WHEREAS, the process by which the Board amends the Jefferson County Unified
Development Code (UDC) under the State Growth Management Act, codified at RCW 36.70A,
involves a period of months;
NOW, THEREFORE, BE IT RESOLVED by the Board that Jefferson County will
hereby implement International Codes, except in the case ofthe Unifonn Plumbing Code,
effective July 1, 2004, pursuant to Washington State Law. The adopted Codes are the following,
with reference to the Washington Administrative Code (WAC):
2003 International Building Code - WAC 51-50
2003 International Residential Code - WAC 51-51
2003 International Mechanical Code - WAC 51-52
National Fuel Gas Code (NFPA 54) - WAC 51-52
Liquefied Petroleum Gas Code (NFP A 58) - WAC 51-52
2003 International Fire Code - WAC 51-54
2003 Unifonn Plumbing Code and Unifonn Plumbing Code Standards - WAC 51-56 and 51-57
Washington State Energy Code, as amended - WAC 51-11
Washington State Ventilation and Indoor Air Quality Code and Amendments - WAC 51-13
Fees will be per Ordinance No. 02-0315-04 effective April I , 2004 until further notice.
