IT IS HEREBY RESOLVED that South Point Road, County Road No. 447608, M.P. 0.245, be improved as follows:
Remove existing culverts at Shine Creek crossing and replace with a precast concrete bridge as a cooperative project with the Hood
Canal Salmon Enhancement Group (HCSEG).
IT IS FURTHER RESOLVED that an appropriation from the officially adopted road fund budget and based on the County
Engineer's estimate is hereby made in the amounts and for the purpose shown:

Resolution to Create a Road Project

Statement of Issue:
A resolution for the creation of the South Point Road Bridge Project, MP 0.245 is
attached for signature.
The Hood Canal Salmon Enhancement Group (HCSEG) has received funding to replace
a culvert under South Point Road at Shine Creek with a precast concrete bridge. The
intent of the project is to improve connectivity between Hood Canal on the east side
of South Point Road and a large estuary on the west side of the road. HCSEG will
design, manage, and construct the project and provide aU of the cash necessary for
the project. The County contribution will be limited to a donation of staff time
necessary for plan review and inspection.

1. Improve basic community infrastructure (roads, water, sewer, power,
telecommunication) to serve the needs of the community.
3. Maintain and enhance environmentaL quality, while providing opportunity for
sustainabLe natural resource utilization.

Fiscal Impact/Cost Benefit Analysis:
The County staff time donation for this project is estimated to be in the amount of
$17,100. The Hood Canal Salmon Enhancement Group will provide all of the
remaining funds required to complete this project, which are estimated at $414,500.
Recommendation:
Please sign the attached Road Project Resolution and return one fully-executed
original to Public Works.
