WHEREAS, the Department of Public Works has received a petition to name a private road Twana
Way, Toandos Lane or Benn Road as shown on attached Exhibit "A", pursuant to Jefferson County Code
911 Emergency Locator System Ordinance (Chapter 12.20); and
WHEREAS, the petitioner is a property owner on this road; and
WHEREAS, research has shown that the road is required to be named at this time in accordance
with Chapter 12.20; and
WHEREAS, the petitioner wishes to establish this road name to allow for addressing along the road
and eliminate confusion due to similar road names as required by Chapter 12.20; and
WHEREAS, notification was sent to interested parties on August 17, 2004; and
WHEREAS, positive responses were heard from Jeffcom and Fire District #2; and
WHEREAS, one negative response was received from a property owner along the road to be
named; and
NOW THEREFORE BE IT RESOLVED, that the road be named Twana Way.

Dear Staff:
I am responding to a petition to name a private road that is located with our fire district.
Our fire district welcomes the naming of the road in question. We do not see a conflict
with any of the proposed choices.
We do have a concern that the sign be paid for up front and installed by county staff!
Also the access for emergency vehicles is very poor at best on that roadway.
Please notify us once the new name has been formally approved so we can make the
necessary adjustments to our maps.

Yes, Kelli this is Mark Walker calling. My telephone number is 425-210-6613. I'm
calling in regards to naming a road on Toan, (pause) that is a side road off of Toandos
Road. You sent me a letter asking if we had comments or concerns regarding the
process. I'm very upset about the process and what's happened here. I've submitted
names and wrote letters back on August 27, 03 which have copies with my suggestions
for the street name. I see that none of them have been incorporated in here. I was not
asked, at all, at any time what our thoughts and our concerns were. I believe that this is
all being rammed through very quickly without concern for the folks on the road and
what their thoughts are. I think the organizers just are rushing this through and I'm not
very happy with it at all. The other thing I wanted to bring to your attention is that the
list of people that you had sent me Xerox copies of, these folks (pause) some of these
folks, are not even (pause), have sold property there and are not actively living on the
street itself. So, I just wanted to let you know that I was submitted 3 names by the fellow
that's organizing this with little regard to what our thoughts or input was and I'm sure the
other neighbors on the street feel the same way. So again; I just want to let you know
that I'm upset about this and I don't think it has been done in a correct fashion and think
it needs to be reconsidered and I think that the people that are involved in this process on
the street all should all have their input on it and this has not been done at all - this is
being done just by one individual so I just wanted to let you know what my thoughts
were. Please feel free to call me. Again my name is Mark Walker, this is Toandos Road

Response from JCDPW:
JCDPW contacted Mr. Walker regarding the message he left on voice mail (see
transcription) and reviewed the process for naming a road as it is spelled out in the JCC
911 Emergency Locator System Ordinance (Chapter 12.20) and discussed how this
process has been followed. He is not happy with name selections and wanted his
comments to be heard. The connection was broken. JCDPW called and left message for
Mr. Walker asking if he would like to submit a written comment rather than a
transcription of his telephone message. There has been no reply.

Statement of Issue:
A landowner has submitted a petition to name a private road Twana Way, Toandos
Lane or Berm Road. This road exits westerly off Toandos Road, approximately 1.5
miles South of the intersection of Toandos Road and Coyle Road, being in the
southwest quarter of Section 15 and the southeast quarter of Section 16, Township 27
North, Range 1 West, W.M. The petition to name this road was initiated in
accordance with the Jefferson County 911 Emergency Locator System Ordinance
(Chapter 12.20) following the application for an address on the road.
Analysis/Strategic Goals/Pro's & Con's:
Research has revealed that there are more than five (5) addresses assigned for this
road. The road must be named before another address will be assigned. More than
50% of the property owners addressed on this road have signed the petition, meeting
the requirement as spelled out in Chapter 12.20. Notification letters were mailed out
to affected agencies and all property owners of record along the road. Parties were
give the required twenty (20) days to respond. Jeffcom submitted a positive response
only for Twana Way (Attachment "A"); Fire District #2 submitted a positive response
for any of the three submissions (Attachment "B"); and there was one response from
a property owner (Attachment rrc" pages 1 and 2). There were no other responses
received with regards to naming this road. Naming the road meets strategic goal #6b.

Recommendation:
The Department of Public Works, based on the positive response from Jeffcom and
Fire District #2 recommends that the Board of County Commissioners review the
petition and comments received and name the road Twana Way by signing the
attached resolution.
