I ~~ JUFERSON COUNTY Pi'Ci, ie WORKS DfPT To: Jefferson County Board of Commissioners From: "Lower" Port Hadlock Community Date: 20 September, 2004 MEMO re: County departmental confusion about our road name About two years ago we were informed that Public Works/Planning regard the road through our community, which was platted Water Street, as Lower Hadlock Road. We refer here to the road, which runs along the shore only, and no portion of the road, which connects Oak Bay Road to platted Water Street. After extensive research there seems to be no process for the change in road name from Water to Lower Hadlock other than departmental common usage. However we were told that we would need to petition before Public Works would recognize our road as Water Street. Then a road name change moratorium was imposed. Until the late 70's there was a sign showing our road name as Water Street. This sign disappeared and until recently (recent new sign says Lower Hadlock Road to the northwest and Water Street to the southeast) we have not been privileged with a road 'name sign and so mostly relied on surveys and historical information for the name of our road. Plats and surveys indicate our road name as Water Street. The County Address Database Comparison shows about ten tax parcels ' addressed on Water Street (depending which database reviewed - varies between 9 and 13 addresses, the Draft Master database shows 13 and there are about 13 tax parcels which have Water Street as their main access). There are at least six businesses in our community which have used Water Street as their address when registering with various offices of the State Of Washington, and have had documents and media printed with this road name since the late 1970's. A major reason for ending the road name confusion is for emergency services. Recently a resident along our road had the misfortune of falling from their ladder and suffering serious injury. They were able to phone 911 to report the accident and their location as Water Street. Not able to walk, they crawled to the edge of the road to wait for the aid car. They lay on the ground in shock, pain and bleeding from a serious wound while the aid car sat parked, on the portion of Water Street that still bears that name, trying to figure out the location they should driving the aid car to. This is definitely a poor set of circumstances. While there might be a small chance of confusion between Water Street in Port Hadlock and Port Townsend this repetition should not be the reason for denying us our platted road name. What will become of all the numbered, the presidential, and the tree type road names (not to mention Main St) throughout our county and state? And a portion of Water Street in Port Hadlock still bears that name. Seems like attaching zip codes to the 911 location info would be the clearest way to avoid confusion around road names. Restoring our road name to Water Street will help us have a safer community (better emergency response) and will clear the confusion about our road name for our neighborhood, its residents and businesses (shipping and deliveries are very confusing currently), and Public Works/Planning. The Reporting Party was so hysterical and unsettled that she was unable to articulate that she was calling ftom the Lower Hadlock area, and with the information the Phone Company (Qwest) had inputted incorrectly, the Port Townsend Fire Department was sent tot this call. The Port Townsend Fire Department was not successful in locating the patient. Just as they were advising this information over the radio, a neighbor of the Reporting Party called 911. Their address luckily had been inputted correctly by the phone company, and showed an address on Water St with Hadlock as the city listed. This however caused some confusion and the new Reporting Party had to explain to me the history behind "Water" St. in Port Hadlock. The patient had crawled into the yard of the second caller begging for 911 services. The appropriate agency, Jefferson County Fire District 1, was notified and they responded. The patient was treated and airlifted due to the severity of injury. The patient had a lO-minute or more delayed response because of this street name confusion. www.jeffcom.org 81 Elkins Road, Port Hadlock, WA 98339 Exhibit "e" - J If the patient had been having an emergency severe enough that would've debilitated her ftom crawling to her neighbors' house to have them call for help, the delay would have undoubtedly been much longer. Having this stretch of road named "Water St." caused confusion for Qwest when entering/assigning a phone number for this caller, confusion for JeftCom Communications Center, for the responders in Port Townsend that could not locate their patient, and delayed the patient from being treated promptly. This error caused a waste of resources to Port Townsend Fire Department, a delayed response for Jefferson County Fire District 1 and the patient was in so much pain from her shattered ankle that when medics finally did arrive, put her to sleep immediately so they could airlift her and calm her down. With Water St. being so well known in the city of Port Townsend, it is almost certain that if the J effCom call center received a cellular 911 call for a Water St. response, the assumption would always be Port Townsend initially due to sheer notoriety. In addition, the Addressing Committee has been diligently working to get a new addressing ordinance in place to prevent this type of malfunction. Water St in Lower Hadlock would've undoubtedly been one of the roads on the list of duplicate road names to be re-named once the ordinance is adopted to prevent this type of error ftom happening agam. The county's MSAG Coordinator on behalf of JeftCom and the Addressing Committee strongly and respectfully requests that the road name petition not be granted and that the petitioners re-submit 3 new choices for road names that are not currently in use by either County or City. Within the last year, we responded to a delayed emergency alarm along that road; it had originally been dispatched to PT Fire; the fact is that with more and more cell phone use and larger numbers of tourists visiting our community, many persons do not know exactly where they happen to be. Currently a committee has been formed to study readdressing the County Road system, to help alleviate similar sounding road names; Water Street in PT could easily again be confused with Water Street in Port Hadlock. The draft ordinance, that the committee is preparing for the SOCC, specifically states that existing roads that share the same name will have to be renamed so that duplicates are eliminated. So it would not be prudent to allow this road to be renamed only to rename it yet again once the ordinance is adopted. I also think that even without the duplication issue that the road should not be named Water St. The origin of the road would be at the end of Lower Hadlock Rd and would continue in two directions. In those situations it is most appropriate to use North and South to distinguish the roads and the address sequencing. Otherwise we will end up with odd and even addresses on the same side of the road and addresses will ascend in two different directions. So N. Water St and S. Water St would be acceptable but not just Water St. Perhaps this could be a compromise solution since the names would not fit under the definition of a duplicate of the Water St in Port Townsend. However, we all know that in an emergency situation the North and South are likely to be left out and response units will head to Port Townsend. The status quo is also not desirable because of the short segment of Water St which already causes a duplication issue. It seems that at the very least this segment should be renamed (but not to Lower Hadlock Rd). The issue of the road name being on the plat should be dismissed out of hand. There are many unacceptable road names on plats that cannot be adopted into the road network system. While they are a good source for road names when they meet modern requirements they cannot trump them. We have lived at the end of "Lower Hadlock Road" for almost 50 years. 530 Lower Hadlock Road is our Fire District Number and our physical address for all deliveries from UPS and Federal Express. When we say we live at the end of Lower Hadlock Road people in our community know exactly how to find our house. We draw your attention to the fact that of the nine parties signing the petition for the name change only one family actually lives on Lower Hadlock Road. We are sure that none of these people have thought about just how a road name change can affect daily living. "Water Streef' is a well known Port Townsend street. The change in street names could lead to stressful and even dangerous confusion. In the past seven months the Aid Car has been to our home five times. Duane has been very ill and the timely arrival of the Aid Car has been life saving. If thru some mistake the Aid Car would have been directed to the wrong "Water Streef Duane could have been in serious medical trouble. Because of Duane's illness we receive freight and UPS delivies of medical supplies. We also have Home Health Nurses and therapy people here to help us during the week. To all of these people we live at 530 Lower Hadlock Road. We respectfully request that you do not change the name of our road. We not only like the name of "Lower Hadlock Road", we do not want the confusion that the name change would cause. Analysis/Strategic Goals/Pro's 8: Con's: At the public hearing on November 22, 2004, the Board of County Commissioners heard testimony to change the name of a portion of Lower Hadlock Road to Water Street. The Board approved a change of that portion of Lower Hadlock Road to North Water Street and Water Street to South Water Street, Port Hadlock. Fiscal Impact/Cost Benefit Analysis: The fiscal impact consists of the cost of the new road signs and new address plates, totaling approximately $140.00.
