WHEREAS, our organization has approved a comprehensive plan that includes this project area; and WHEREAS, under the provisions of NO V A, state funding assistance is requested to aid in fmancing the cost of planning, land acquisition, facility development, and/or maintenance; and WHEREAS, our organization considers it in the best public interest to complete the planning, land acquisition, development, and/or maintenance project described in the application; NOW, THEREFORE, BE IT RESOLVED, that: 1. The Director of Public Works be authorized to make formal application to lAC for funding assistance; 2. Any fund assistance received be used for implementation of the project referenced above; 3, Our organization hereby certifies that its share of project funding is committed and will be derived from the Park Improvement Fund; 4. We acknowledge that we are responsible for supporting all non-cash commitments to the sponsor share should they not materialize; 5. We acknowledge that any property acquired or facility developed with lAC financial aid must be placed in use as an outdoor recreation facility and be retained in such use in perpetuity unless otherwise provided and agreed to by our organization and lAC (generally, lAC approves removing facilities from the perpetuity requirement when the facilities have reached their designed life expectancy, or because of extraordinary vandalism, acts of nature, fire, etc.); 6. This resolution becomes part of a formal application to lAC; and 7. We provided appropriate opportunity for public comment on this application. We will delete text that exceeds this limil Presently there is not a designated site for the operation of Off Road Vehicles in East Jefferson County or on the Olympic Peninsula. Although this is a popular recreation pursuit, "off·road" enthusiasts must travel great distances to established ORV sites off of the Olympic Peninsula or illegally use or trespass on local private and public lands. Many such properties In East Jefferson County have been damaged from unauthorized use by ORVs and accidents have also occurred. For this Feasibility study grant proposal, the Parks and Recreation Division of the Public Works Department, In partnership with members of local ORV clubs and organizations and public Iprlvate land owners and representatives, have created a Focus Group to seek solutions for this local recreation facility deficit The goal of the Focus Group is to determine the need for and the suitable location for an ORV Area located in East Jefferson County. The Feasibility study will examine eight (8) potential ORV Areas, each Area will be examined with a thorough analysis using Focus Group criteria and State and Local government requirements. Based on 2003 data, our estimate is approximately 1,800 users (drivers). This estimate is partly derived from an organized four-wheel drive organization membership who resides within the targeted area. It represents 597 non-competitlon members who may participate In trail events at an East Jefferson County site. Like estimates are extrapolated for motorcycle and A TV groups (normally larger numbers than 4WD associations). Feasibility Study will help establish more accurate numbers. Statement of Issue: Presently there is not a designated site in East Jefferson County for the operation of an Off-Road Vehicle (ORV). ORV enthusiasts must travel great distances or illegally use or trespass on local private and public lands. The ORV Feasibility Study is an opportunity to determine the need for and the suitable location for an ORV Area in East Jefferson County. Analysis/Strategic Goals/Pro's & Con's: A feasibility study for an ORV area in Jefferson County would help determine the need and suitable location for this recreation activity. Historical ORV activity in E. Jefferson County is getting pushed out by new development, illegal ORV activity is creating environmental and safety concerns. The goal of the feasibility study is to find an area that meets with ORV group and public approval and will be safe, legal and environmentally responsible. Fiscal Impact/Cost Benefit Analysis: The total grant request from lAC is $56,000. County contribution is $16,000 to the lAC's $40,000 contribution. Of the $16,000 from Jefferson County's share is $3,500 in cash from the Parks Improvement Fund; the remainder of the grant match is $10,500 Department of Public Works X Consent Agenda Page 2 of 2 donated labor and equipment from the many ORV groups and organizations in Jefferson County, $1,000 in materials and $1,000 force labor account.
