WHEREAS, the Jefferson County Board of County Commissioners established the Jefferson
County Marine Resources Committee by Resolution No. 45-99 on June 7, 1999; and,
WHEREAS, the Jefferson County Marine Resources Committee has been addressing local
marine issues and building local awareness of the issues and supporting remedies consistent with the
Benchmarks for Performance as established by the August 20, 1998 Report to the Convenors by the Murray-
Metcalf Northwest Straits Citizens Advisory Commission; and,
WHEREAS, the Jefferson County Board of County Commissioners and the Jefferson County
Marine Resources Committee has received a request from the Puget Sound Action Team to participate in the
Jefferson County Marine Resources Committee; and,
WHEREAS, the Puget Sound Action Team possesses information and expertise that would
contribute to the goals of the Jefferson County Marine Resources Committee; and,
WHEREAS, the membership of the Jefferson County Marine Resources Committee is outlined
in Exhibit A to Resolution No. 45-99; and
WHEREAS, Exhibit A was Repealed and Replaced by Resolution No. 11-00 and Revised by
Resolution No. 17-01;
NOW THEREFORE, BE IT RESOL VED that the Board of County Commissioners does
hereby amend Resolution No. 45-99 by repealing and replacing Exhibit A of Resolution No. 11-00 and
Exhibit A of Resolution No. 17-01 in order to revise the membership of the Jefferson County Marine
Resources Committee to include the Puget Sound Action Team as a nonvoting member, as shown in the new
Exhibit A (attached).

Exhibit A to Resolution No. 93-03
Purpose of the Marine Resources Committee: To achieve the protection and restoration of the marine resources of
Jefferson County and to do so in furtherance of the benchmarks for performance as identified in the August 20, 1998,
report to the conveners by the Murray-Metcalf Northwest Straits Citizens Advisory Commission.
Powers and Duties of the Marine Resource Committee
The Marine Resource Committee (MRC) shall:
I. Advise the Board of County Commissioners about research, educational and regulatory measures necessary to
protect and restore the marine resources of the county.
2. Promote specific projects necessary to achieve the protection and restoration and enhancements of the marine
resources of the County.
3. Advise the Board of County Commissioners about efforts that should be developed or encouraged to promote
conservation, protection and restoration of marine habitats and resources.
4. Help assess marine resources problems and the need for preventive or corrective measures in concert with
governmental, non-governmental, tribal, recreational and commercial interests.
5. Help identify implications, needs, and strategies associated with the recovery ofPuget Sound salmon and other
marine species and habitats in and around the County; and do so in concert with the above-mentioned entities.
6. Work closely with the Board of County Commissioners to establish and implement local marine conservation,
protection and restoration initiatives.
7. Coordinate with the Northwest Straits Commission on marine ecosystem objectives.
8. Reach out to the public and other key constituencies on the link between healthy marine habitat and healthy
resources.
9. Annually report to the Board of County Commissioners on its activities and recommendations.
Membership of the Marine Resource Committee:
There shall be thirteen (13) voting members and four (4) nonvoting members of the MRC, selected by the Board of
County Commissioners to ensure that the membership of the committee is balanced and representative.
The voting members shall be:
· One member representing Commercial Interests
· One member representing Environmental or Conservation Interests
· One member representing Recreation Interests
· One member representing Marine Science Practitioners, Educators or Researchers
· One member representing Tribes
· Two members representing Local Government
· Six members representing Citizens (2 representatives nominated by each Commissioner)
The nonvoting members shall be:
· One member of the Board of County Commissioners
· One member representing the U.S. Navy
· One member representing the Port of Port Townsend
· One member representing the Puget Sound Action Team
Members shall serve staggered, four-year terms. The MRC chair shall be selected by a majority of the MRC
membership. MRC members shall also select a representative to the Northwest Straits Commission by a majority
vote.

Dear Ms. Pearson:
I am writing to formally request that the Jefferson County Board of County Commissioners (BOCC)
grant the Puget Sound Action Team (Action Team) a seat on the Jefferson County Marine Resources
Committee (MRC) as an ex officio member. If the Board approves, we would like John Cambalik,
our Local Liaison covering Jefferson County, to be our representative to the MRC. Ex officio
membership will improve our ability to provide the MRC with consistent advice and assistance at
monthly meetings and to support the project work of select sub-committees.
The Action Team is a partnership of federal and state agencies and tribal and local governments
charged with developing and coordinating conservation programs to protect and restore Puget Sound.
Our mission is to restore and protect the biological health and diversity ofPuget Sound; our goals
center on ensuring water quality, high quality habitat, and protecting the biological resources ofthe
Sound.
Action T earn staff, including our local liaisons, provide professional and technical services towards
this mission and goals. Staff members work with tribal and local governments, community groups,
citizens and businesses, and state and federal agencies to develop and carry projects and programs to
improve water quality and habitats for fish, marine animals and other aquatic life in Puget Sound.
