IN THE MATTER OF DECLARING AN
EMERGENCY RELATED TO THE
SALMON FISHING INDUSTRY

RESOLUTION NO. 54-95
WHEREAS, on April 7, 1995 the Pacific Fisheries Management Council adopted
ocean salmon fishery management measures providing severely limited commercial and
recreational seasons for the year 1995 and that a natural oceanic effect known as EI Nino has had
disastrous effects on the return of salmon species to waters of the State of Washington; and
WHEREAS, on April 25, 1995, the Secretary of the US. Department of
Commerce has approved regulations submitted by the Pacific Fisheries Management Council
which provide that in 1995 there will be minuscule salmon fishing in the waters of the Pacific
Ocean off the coasts of Northern Oregon and Washington, out to the 200 mile limit, and that
there shall be no significant salmon fishing in the Columbia River for the same period; and
WHEREAS, the economic effects of the prohibition of salmon fishing for 1995
(and possibly beyond 1995) will be devastating and disastrous to the coastal and Columbia River
communities whose economies are based in large part upon all aspects of the salmon fishing
industry, and particularly to those communities located in Jefferson County, Washington;
NOW THEREFORE BE IT RESOLVED, that an emergency exists and that
Jefferson County shall take all reasonable steps to mitigate the effects of this disaster; and
BE IT FURTHER RESOLVED, that the emergency appears to be of such a
dimension to warrant the Governor to declare a state of emergency pursuant to RCW 43.060,010
