WHEREAS, this matter coming to be heard this day upon the County Road Engineer's report with
respect to "Resolution No. 55-95: Intent to Establish a County Road" submitted by the Jefferson County
Commissioners; and
WHEREAS, it appears to the Board of County Commissioners that notice of hearing has been posted
and published to the time and in the manner provided by law, proof of such publication and posting being
now on file herein; and
WHEREAS, the Board of County Commissioners having heard and considered all evidence and
matters submitted in relation thereto does now find and determine that the public will be benfitted by the
establishment as a part of the county road system;
NOW THEREFORE BE IT RESOLVED and it is hereby ORDERED THAT:
That road known as Covington Way (m.p. 0.00 to 0.022) lying in Section 11, Township 29
North, Range I West, Willamette Meridian, intersecting with State Highway 19 at milepost
10.051, and more descriptively shown on attached Exhibit "A",
BE HEREBY ESTABLISHED.

Establishment of Covington Way
In April of this year, Jefferson County entered into a road improvement agreement with
the Church of Jesus Crhist of the Latter Day Saints (LDS). This agreement provided that
Jefferson County and LDS would share costs in construction to State and County
standards of an approach to SRI9, and a short access road. The cost to the County was
approximately $8,500. The agreement also stated that the County was to be responsible
for the continuing ownership and maintenance of the access road within the County's right
of way.
LDS quit-claimed to Jefferson County that portion of the approach and access road lying
within LDS' property. The remainder lies within County-owned land.
Road construction to the standard accepted by the County has been completed. Covington
Way intersects SR19 at milepost 10.051 on the state highway. The right of way width is
50'; the terminus of the road is milepost 0.022.
In addition to allowing access to the church property, this road (tentatively named
Covington Way) will provide the necessary public access to the planned H.J. Carroll
County Park.
It is my opinion that County maintenance of Covington Way would be in the public
interest, particularly at those times that the park will receive heavy use. It is recommended
that the Board of County Commissioners proceed with establishment of Covington Way.
At the time of establishment the right of way would be dedicated and the road would be
adopted onto the County Road Log.

DEDICATION
JEFFERSON COUNTY, acting by and through the Jefferson County Board of Commissioners, does hereby declare that
that street known as Covington Way, milepost 0.00 to 0.022, lying in Section 11, Township 29 North, Range 1 West,
Willamette Meridian, to be a public right of way, and dedicates to the public forever the use of a 60-foot wide right of way
for all public purposes not inconsistent with the use thereof for public highway purposes,
