JEFFERSON COUNTY State of Washington IN THE MATTER OF AMENDING SECTION IV OF RESOLUTION NO. 82-91 JEFFERSON COUNTY OPEN SPACE TAX PROGRAM to More Effectively Provide for Retaining Productive Shellfish Areas and Associated Habitat } } } } } } } 75-95 RESOLUTION NO. WHEREAS, the undeveloped shorelines of Washington State are a great public value because they provide critical wildlife habitat for endangered, threatened and sensitive species; they contribute to the productivity of habitat adjacent to intertidal areas; they greatly enhance the scenic beauty and recreational value of the State; and they help assure that water quality and shellfish growing areas will not be degraded by problems associated with new residential development; and, WHEREAS, Jefferson County also recognizes the value of the shoreline areas within the County and by passage of Resolution No. 82-91 (the "Jefferson County Open Space Tax Program") uses a property tax reduction as an incentive for the preservation of certain types of lands in their current use, when such preservation will provide a public benefit; and WHEREAS, it was brought to the attention of the County Commissioners that the provisions of the Open Space Tax Program as set forth in their present form do not acknowledge the public value of undeveloped shorelines, and a committee was established to review and recommend changes to this program which will more effectively provide for retaining productive shellfish areas and associated habitat; and, NOW, THEREFORE, BE IT HEREBY RESOLVED by the Board of County Commissioners of Jefferson County that the following recommended change be adopted to replace, in total, Section IY.B of the JEFFERSON COUNTY OPEN SPACE TAX PROGRAM as set forth in RESOLUTION NO. 82-91. SECTION I Y. B: B. Tidelands, Shorelands, and Buffers Undeveloped buffers along marine shorelines and aquaculture tidelands qualifY for special consideration under the Public Benefit Rating System. In addition to points accumulated in Section VI.A of the program, these properties will be assigned bonus points as follows: I) Undeveloped Shoreland Buffers Undeveloped zone of vegetation, adjacent to marine waters, of no less than 200 feet deep. Undeveloped means no permanent man-made alterations to the land. 3 points 2) Undisturbed Shoreland Buffers Undisturbed zone of native vegetation, adjacent to marine waters, of no less than 200 feet wide and 200 feet deep and backed by classified or designated forest lands [RCW84.33.035(2)] or open space timber land [RCW 84.34.020 (3)].
