Revising a County road
project designated as CR1219.

IT IS HEREBY RESOLVED that all bids for Oak Bay Road. (emergency
road repair). County Road No. 569908, in the area of M.P. 9.38 ,
declared an emergency by PROCLAMATION OF EMERGENCY. Resolution 23-
95, dated March 27, 1995, and includes waiver of bid procedure as
per RCW 36.40.180, be rejected for the following reason:
The extreme price differential between the Engineer's estimate of
$450,018.02 and the low bid of $746,574.80.
IT IS FURTHER RESOLVED that a temporary repair for the project will be
performed by County Forces, and that a permanent repair will be made in the
Spring/Summer of 1996.
IT IS FURTHER RESOLVED that:
The construction is to be accomplished by contract in accordance with
R.C.W. 36.77.020 et. seg.

SUBJECT:
Recommendation for rejection of all bids for Oak Bay Road,
Emergency Road Repair, project No. CR1219.
Due to the extreme price differential between the Engineer's estimate of$450,018.02 and
the low bid amount of $746,574.80, the Public Works Department recommends that all
bids be rejected for the above referenced project.
In lieu of a complete and permanent repair at this date, Public Works recommends a
temporary repair by removal and replacement of the sloughing material with light weight
fill, armored on the surface with a moisture barrier. This work would be performed by
County forces.
The best, most feasible permanent repair will be detailed in regular contract form, to be
constructed in Spring/Summer 1996.
