RESOLUTION NO. 84-95
WHEREAS, it is the desire of the County Commissioners of Jefferson
County to dispose of surplus property, and
WHEREAS, several department within the County's jurisdiction have
indicated those items on the attached list of surplus equipment for sale at public auction
dated October 14, 1995, attached and made a part of this resolution, and;
WHEREAS, RC.W. 36.34.020 requires that this intention should be
published with a Notice of Public Hearing regarding the disposal of any County
property,
NOW, THEREFORE, BE IT RESOLVED, by the Commissioners of
Jefferson County that a Notice of Hearing shall be published as required by RCW
36.34.020 particularly describing the property proposed to be sold and designating the
place where, the day and hour, when the hearing will be held for such consideration.

September 18 - Commissioners set Hearing date to declare

Check with Public Works to be sure they have all the titles to
various vehicles listed on sale. Give to the auction company
the day of the sale. Also you will need weight slips on all
vehicles made available to the auction service before the
sale.

Auction service charges and pays the sales tax on items to the
state.
10. October 14 - When the sale is over find out the total of the
gross proceeds from the auction service. Pro-rate all costs of
advertising and newspaper legals and deduct from each departments
share of monies. When check arrives after deductions, divide as
best as possible and place monies back in departments that
furnished the items.

A full accounting of the' revolving fund for fair operations shall be
submitted from the fair board to the county auditor by means of a
summary report of expenditures at the BARS level required for vouchered
expendi tures. Supporting documentation should be attached for all
disbursements.
County Fair Allocation: The state Director of Agriculture approves a
regular (and in some cases. special) allocation for county fair operation as
determined by the application of a merit system and recommended by the State
Fairs Commission. The Agricultural Development Division of the Department
of Agriculture sends two copies of the state invoice voucher to the county
treasurer for signature and return. to claim the amount. Upon their
receipt. a warrant is sent to the treasurer. who credits the amount to the
county fair fund. (Chapter 15.76 RCW. RCW 67.16.100. RCW 36.37.040. BARS
336.02.11)
Support for Small Horse Race Tracks
A percentage of statewide para-mutual wagering receipts is designated for payment
of special purses to the licensed owners of Washington-bred horses. The interest
earned on this fund. however. is distributed annually in January to those
end ties operating small horse race tracks. These funds are available for the
maintenance and upgrade of these tracks and are receipted uDder BARS account 335
as a state-shared revenue. (RCW 67.16.010)

Place of Sale: All sales must be made by the county treasurer at some place
on county property as directed by the county legislative authority, to the
highest and best bidder at public auction. CRCW 36.34.080)
Openi n~ Statement: The terms of the sale, the sales tax to be collected,
etc.. are read as an opening statement.

Proceeds of Sale: The treasurer must receipt the monies and transfer titles
when nec.essary. A deputy from the auditor's office should handle title
transfer. Under no circumstances is title transferred until the purchase
price has been fully paid. (RCW 36.34.110)
Proceeds from sales of used equipment must be credited to the fund from
which the original purchase price was paid.
Sales Tax: Collected on the amount bid and indicated on the receipt issued.
No sales tax is collected if the seller takes from the buyer a resale
certificate signed by and bearing the registration number and address of the
buyer. (WAC 458-20-102) In this case, the tax number is indicated on the
receipt.
Expenses of Sale: Expenses incurred, such as advertising the sale and cost
of the auctioneer, if used, are billed to the func!(s) receiving the
proceeds. Any expenses incurred by the treasurer are also prorated to the
funds receiving the proceeds. CRCW 36.34.120)
