WM WHEREAS,the Jefferson County Department of Public Works has reported to the Board of County Commissioners, that beginning November 7, 1995, unusual weather conditions consisting of high winds and heavy rain have caused a disaster by creating extensive damage to Jefferson County, and; WHEREAS, there is a present emergency which necessitates activation of the Jefferson County Disaster Preparedness Plan and utilization of emergency powers granted pursuant to RCW 36.40.180; IT IS HEREBY RESOLVED, and declared that there is an emergency due to the damaged caused by high winds, heavy rain, and flooding conditions in Jefferson County; therefore, designated department are authorized to enter into contracts and incur obligations necessary to combat such disaster, protecting health and safety of persons and property, and providing emergency assistance to victims of such disaster. IT IS FURTHER RESOLVED, that each designated department is authorized to exercise the powers vested under this resolution in the light of the exigencies of an extreme emergency and formalities prescribed by law (excepting mandatory constitutional requirements.) Box 40002 Olympia, W A 98504-0002 Dear Governor Lowry, We are writing to ask the support of your office of Resolution No. 104-95 which declares a state of emergency for Jefferson County. A "disaster declaration" regarding flood damage, which includes several roads in the West End of our County, is forthcoming from the Washington State Emergency Management Military Department. This flooding event has destroyed all access roads to the Hoh Rain Forest, and the primary access to the Quinault Rain Forest, the main tourist attractions of this economically devastated area. Our Public Works Department has already begun emergency repair work on those roads. We anticipate that the total road repairs will cost upwards of one million dollars. . The funding of this project is critical for the communities of the West End, where tourism has, of necessity, replaced logging as the economic heart of the area, As long as these arterials and access roads are out of commission, the City of Forks and the surrounding rural areas will be heavily impacted. We would like to begin repair construction as soon as possible, but, as you are aware, the disaster declaration must be signed by your office before we are eligible for emergency Federal funding.
