HomeMy WebLinkAbout116 95 ee' ~ ì:;l- ':y'QS ST ATE OF WASHINGTON COUNTY OF JEFFERSON In the Matter of A Notice oflntention to Establish} a Road Improvement District For Bywater Bay} RESOLUTION NO. 116-95 WHEREAS, in accordance with RCW 36.88.050 the Jefferson County Board of Commissioners hereby declares its intention to form a Road Improvement District to provide for certain improvements to the roads generally known as the Bywater Way, Hoodsview Court, Parkview Lane, Olympic Ridge Drive, Hidden Springs Drive, and Shipview Circle~ and, WHEREAS, this announced intention of the Board of County Commissioners to establish a Road Improvement District is premised on an understanding that the above mentioned roads, which are not now County roads, shall become county roads and a part of the county road system if, and only if, the Road Improvement District is simultaneously established. NOW, THEREFORE, BE IT HEREBY RESOLVED that: (1) It is the intention of the Board of County Commissioners of Jefferson County, Washington, to order the improvement of that roadways, generally known as Bywater Way, Hoodsview Ct., Park View Lane, Olympic Ridge Dr., Hidden Springs Dr., and Shipview Cr., as shown on Exhibit" A." The improvement will be the regrading, ballasting, and surfacing to bring the said roadway to county standards. At this time it does not appear that additional right-of-way will be needed. The proposed Road Improvement District will be designated as Jefferson County Road Improvement District No.3. The district boundaries are shown on the attached Exhibit "B" and the legal description of the proposed district is also set out on the said Exhibit "B." The estimated cost and expense of a Road Improvement District is $500,000.00. Jefferson County shall pay ten per cent (10%), but no more than One Hundred Thousand Dollars ($100,000.00), which ever is less of the cost and expense of the designated improvements. The property owners will pay for the remaining costs. All owners of property within the proposed Road Improvement District shall be notified by mail and a notice will be printed in the newspaper of a public hearing before the Board of County Commissioners to be held in the Commissioners' Office in the Jefferson County Courthouse, Port Townsend, Washington, at 11: 15 a.m. on Monday. January 8. 1996. This public hearing has been set for hearing on all matters related to the proposed Road Improvement District, including the method of assessment. The County Engineer is hereby directed to submit to the Board of County Commissioners at or prior to the date fixed for such hearing a diagram or print showing thereon the lots, tracts and parcels ofland and other property which will be specifically benefited by the proposed Road Improvement District and also showing the estimated amount of the cost and expense of such improvements to be borne by each lot, tract or parcel of land or other property which is being purchased under contract from the county. Notice of this Resolution oflntention shall be published in at least two consecutive issues of a newspaper of general circulation in Jefferson County with the date of first publication to be at least fifteen (15) days prior to the date fixed for hearing as set out above in Paragraph (4). (2) (3) (4) (5) (6) BE IT FURTHER RESOLVED that the notice of the adoption of the Resolution oflntention to form a Road Improvement District shall be given each owner or reputed owner of any property located within the proposed Road Improvement District by mailing notice to the indicated owner as shown on the County Treasurer's records, at least fifteen (15) days prior to the date of public hearing.
