COUNTY OF JEFFERSON
STATE OF WASHINGTON
In the Matter of Authorization to the
Jefferson County Prosecuting Attorney
on behalf of Jefferson County to file Summons
and Complaint for Declaratory and Other Relief
relative to lien filed by Anne M. Savage
RESOLUTION NO. 118 -95
WHEREAS, on June 21, 1995 Anne Savage caused to be recorded with the county auditor
under auditor's number 382549 a document entitled" lien" , which document attempts to create a claim
against all the parties named, including Jefferson county and many of its employees and their spouses,
in the amount of $1,000,000.00; and
WHEREAS the county has retained counsel through the risk pool to review and advise the
county, and it is legal counsel's advice that the county should seek removal of the lien; and
WHEREAS Anne Savage has refused, despite repeated requests, to voluntarily release the lien
against the parties named; and
WHEREAS the county officials named were acting in their official capacities, and a lien against
their property and their spouse's property could place the county at risk for any damage to the title
of their property; and further
WHEREAS Jefferson County has concerns about its employees' abilities to perform their official
duties without the threat of unlawful liens being recorded against them; now, therefore
BE IT HEREBY RESOLVED, that the Jefferson County Board of Commissioners authorizes the
Jefferson County Prosecutor and/or its Special Deputy Prosecuting Attorney to file on behalf of
Jefferson County a Summons and Complaint for Declaratory and Other Relief, seeking a Superior Court
Order that the lien is invalid and ordering the County Auditor to expunge it from the county's records.
