RESOLUTION NO. 62-87
TEMPORARY SELF CONTAINED
RECREATIONAL VEHICLE PARKS
WHEREAS, each year Jefferson County receives requests to establish
seasonal self-contained recreational vehicle parks; and
WHEREAS, said facilities may create a nuisance or hazard to the
public if they are inappropriately located or if they do not provide
necessary sanitation facilities; and
WHEREAS. it is in the public interest that said facilities be formally
reviewed and approved prior to their establishment.
NOW THEREFORE BE IT RESOLVED, that prior to establishing a
temporary facility for the use of self contained recreational vehicles
within the jurisdictional boundaries of Jefferson County, written
permission shall be received through formal approval of the board of
county commissioners;
BE IT FURTHER RESOLVED, that said permISSIOn shall not be
granted until the following information has been provided and conditions
met:
Information Required:
1. A site plan map, drawn to scale, indicating the location and
dimensions of the proposed park, points of egress and
ingress. identification of adjoining properties and their
use. and any predominate physical feature, such as a
shoreline or stream way.
2. A short written description of the proposal, signed by the
property owner, including the following information:
a. The proposals legal description.
b. The maximum number of units provided for and the specific
time frame the facility will be in operation.
c. A discussion on how the facility will be monitored
d. The type and extent of signs proposed.
e. Other information that would help in understanding the
nature of the proposal.
Approvals Required:
1. Approved access by the Jefferson County Department of Public
Works or the Washington State Department of Transportation.
2. An approved method of sewage disposal for the time period the
facility is approved for opertaion. An approved method of sewage
disposal shall mean one or more of the following:
a. A written, binding agreement with a qualified company
providing sanitary service to the site. Said sanitary service
shall consist of the placement and continual maintenance of
portable toilet facilities or the continued maintenance of
approved on-site holding tanks. The written
agreement shall stipulate that the service provider will
immediately notify Jefferson County upon the termination of
said agreement, or
b. Twenty-four hour unrestricted access to approved sanitary
facilities, such as a caretakers residence, or
c. An approved and installed recreational vehicle dump station, or
d. Any other facility that provides a method of sanitary service
acceptible to the Jefferson County Health Department.
BE IT FURTHER RESOLVED. that the approval for temporary
recreational vehicle facilities shall be for a specified continuous period of
time. not to exceed 90 days in any calendar year; and

BE IT FURTHER RESOLVED, that the approval of temporary
recreational vehicle facilities may, after review at a public hearing, be
revoked by the board of county commissioners for failure to comply with
conditions of approval or for other cause; and
BE IT FURTHER RESOLVED, that the Jefferson County Planning and
Building department shall be responsible to administer this resolution and
coordinate with other county departments in its implementation.
BE IT FURTHER RESOLVED, that applicants for temporary
recreational vehicle facilities shall remit to Jefferson County a $50.00
administrative fee. Said fee shall be utilized to perform two site
inspections (one prior to facility approval, and one at the end of the
approval period) and to off-set administrative costs.

NOTICE OF PUBLIC HEARING
TEMPORARY RECREATIONAL VEHICLE PARKS
The Jefferson County Board of Commissioners will conduct a public hearing
on Monday. July 27, 1987 at 3:00 p.m. in the commissioner's chambers on the first
floor of the county courthouse in Port Townsend. The purpose of the hearing is
to receive and review testimony concerning a proposed resolution for the
establishment of temporary self-contained recreational vehicle parks. The
resolution would establish a procedure for park approval, identify information
required, establish a ninety day maximum operational period, provide for
revocation of approval. and establish an administrative review inspection fee. The
resolution affects the unincorporated area of Jefferson County.
