AND COUNTYWIDE SAFETY )
MANUAL )
WHEREAS JEFFERSON COUNTY has a responsibility to its taxpayers
and citizens to assure that modern loss control practices are
employed in the administration of the public business, be it
resolved that the following is our STATEMENT OF POLICY.
Safety is a shared responsibility, involving all employees all
the time. It is a matter of personal awareness of safety
problems that may exist or arise. It is also a matter of
teamwork and communication to correct unsafe conditions and to
implement procedures that will prevent accidents.
Accidents do not "JUST HAPPEN "; they are caused. By reducing the
number of causes, employees and employers can reduce the number
of job - related accidents. To this end, it is the policy of
JEFFERSON COUNTY to:
1. Provide training to employees in safety methods and
accident prevention.
2. Provide an ongoing safety program, including inspection
of the work environment and evaluation of work
procedures.
3. Establish an administrative review process to determine
the cause of job - related accidents, and implement
corrective procedures to prevent re- occurrences.
4. Maintain compliance with appropriate Federal, State,
and local safety regulations to the greatest degree
possible within the scope of the County's limited
personnel and financial resources.
5. Establish the goal of ZERO ACCIDENTS AND INJURIES.
WHEREAS, JEFFERSON COUNTY must comply with a variety of special
STATE AND FEDERAL REGULATIONS, as they relate to the safety of
County employees and the public; THEREFORE, be it resolved that
to the extent practicable within the personnel and financial
resources available, JEFFERSON COUNTY and its employees will
attempt to comply with all relevant safety regulations, including
those as promulgated in the following Acts:

The Occupation Safety and Health Act (O.S.H.A.)
- The Washington Industrial Safety and Health Act
(W.I.S.H.A.)
The Mine Safety and Health Act (M.S.H.A)
The Chemical Hazard Communication Act
It is the policy of JEFFERSON COUNTY that all legal "rules of the
road" are to be followed by County employees and that "defensive
driving" techniques be employed by all operators of County
equipment.
WHEREAS, JEFFERSON COUNTY administrative officers and elected
officials need uniform PROCEDURES AND POLICIES upon which to be
able to base decisions and avoid duplicative efforts in training,
maintenance, fleet safety,' fire control and hazard chemical
safety, and WHEREAS it is envisioned that certain safety
procedures will be appropriate for specific departments, while
others should cover all departments; the Board of Commissioners,
THEREFORE, delegates to the Public Works Director or his designee
the authority to implement detailed safety rules and procedures
consistent with this policy. The Public Works Director or his
designee is charged with the responsibility of-implementing the
necessary detailed procedures and updating them as conditions and
legalities change.
WHEREAS, there exists a need to clearly identify and assign to
the administrators and supervisors of JEFFERSON COUNTY duties
that will insure, to the greatest extent possible, that JEFFERSON
COUNTY meets its duty to maintain a safe work environment, -
provide necessary training, and control the loss of tax dollars
resulting from accidents; BE IT RESOLVED that ADMINISTRATIVE
DUTIES be assigned as follows:
MANAGEMENT RESPONSIBILITY
Management shall provide a County -wide safety program coordinated
through the office of the Director of Public Works. It is the
responsibility of management to provide leadership for the safety
program, ensure its effectiveness, initiate improvements in the
program when needed, and to provide general safeguards which will
contribute to safe working conditions.
SUPERVISORY RESPONSIBILITY:
Each County supervisor shall aggressively promote safe working
practices and is responsible for the effective control of
accidents within their work group. Safety is a basic
responsibility of supervision. Each supervisor shall:
A. Instruct employees in hazards that may arise relative
to the assigned work, and how to avoid such injury.

B. Maintain safe working conditions within their
functional area; being constantly alert for unsafe
conditions, work habits or practices.
C. Take immediate action to correct unsafe conditions,
work habits or practices, eliminate safety hazards, and
discontinue use of unsafe equipment to protect
employees and citizens.
D. Inform all employees that violations of established
safety rules will not be tolerated.
E. Investigate the cause of all accidents, provide for
corrective action and submit timely reports when
required.
F. Review, with each employee involved, the cause of each
accident and the corrective action to be taken to
eliminate the possibility of re- occurrence.
EMPLOYEE RESPONSIBILITY:
Each County employee is expected to assume primary responsibility
for their own safety, and to cooperate in a wholehearted, genuine
manner with all aspects of the safety program. It is the
responsibility of each employee to:
A. Use reasonable precaution to protect themselves and
others from injury.
B. Recognize that no job should be performed in an unsafe
manner so as to jeopardize oneself, a fellow worker or
the public.
C. Be alert and report immediately any unsafe condition or
practice.
D. Report immediately to their supervisor any accident or
injury.
E. Be familiar with this safety policy and abide by it.
F. Cooperate fully with all measures taken to promote safe
working conditions and work habits.
G. Report to work in a physical and mental condition that
will promote safe completion of assigned tasks.

WHEREAS an important aspect of effective safety policy is the
identification of hazardous conditions and practices; ,
WHEREAS in order to reduce injury and to minimize the number of
vehicular accidents, an administrative ACCIDENT REVIEW PROCEDURE
is hereby established; WIT:
The Jefferson County Central Safety Committee shall develop a
formal accident review procedure. This shall not preclude any
County department from establishing their own acident review
committee for accidents occuring in their respective departments.
The accident review committee will:
1. Investigate and determine the cause of any industrial
accident, vehicular accident, or other work - related
incident which requires an employee to receive medical.
attention.
2. Determine if the accident or incident was preventable.
If preventable, determine whether disciplinary action
is warranted.
3. Identify specific actions which should be taken to
avoid recurrence.
Accident review procedures shall be submitted to the Director of
Public Work or his designee for approval prior to implementation.
A copy of all department accident reports, including findings
and follow -up actions, shall be submitted to the Director of
Public Works.
WHEREAS, in order to meet legal obligations and effectively
administer a safety policy, ACCIDENT REPORT PROCEDURES are
necessary; THEREFORE, these procedures are:
1. Industrial Accidents
a. Any injury sustained by a County employee, while
in the course of employment for JEFFERSON COUNTY,
is to be immediately reported to the employee's
supervisor.
b. A written report concerning the nature of the
accident, the nature and extent of injuries,
probable cause(s), etc., shall be prepared by the
employee /supervisor and submitted to the
appropriate departmental official within one week
from the date of.the accident.
C. Any on- the -job accident requiring medical
attention will also require the employee to
submit a completed copy of the State Labor and,
Industries Industrial Accident form. This form is
to be filed through the treating physician. Each
employee will fill out the employee's portion and
assist the doctor in seeing that the employer copy
is sent to the appropriate department official.

2. Vehicle Accidents
{( a. All vehicle accidents involving County vehicles
shall comply with legal obligations for reporting
to the appropriate law enforcement agency.
b. Employees involved in a work - related vehicle
accident must submit a written report to the
appropriate departmental official in a timely
manner.
C. In the event of bodily injury to a County
employee, the procedures identified under the
previous heading of Industrial Accidents shall
be followed.
WHEREAS Safety is a primary and integral part of every task
peformed by County employees, and WHEREAS, no task is
-satisfactorily completed unless it is accomplished safely, our
goal of ZERO ACCIDENTS AND INJURIES can, THEREFORE, only be met
when each employee:
- is always aware of job hazards;
- is prepared to protect themselves against known job
hazards;
- cares enough to plan an "OUT" should something fail.

° Now, THEREFORE, IT IS HEREBY RESOLVED by the JEFFERSON COUNTY
Board of Commissioners that these policies and practices be
adopted.
