HomeMy WebLinkAbout005 86 ~é~ A~ <II> í..J"Uz ~ - 1<1lYn-r- . ll~A~d RESOLUTION NO, 5-86 ORDER BUDGET APPROPRIATIONS AND EXTENSIONS VARIOUS COUNTY DEPARTMENTS WHEREAS, THE Jefferson County Board of County Commissioners did on the 23rd day of December, 1985 declare that an emergency existed to provide budget extensions and appropriations for certain specified County Departments listed below, and set a hearing on said emergency for the 13th day of January, 1986, at the hour of 10:00 a.m.; and WHEREAS, this being the time and place set for said hearing and not objection or ojection interposed: now, therefore, IT IS HEREBY ORDERED, by the Board of County Commissioners that the County Treasurer be, and she is hereby authorized to transfer the amount of $6,071.00 from the unencumbered 308 Current Expense fund balance into the Coroner's Fund, the Planning/Building Department Fund, the Shoreline Commission fund and the Planning Commission Fund, IT IS FURTHER ORDERED that the County Auditor be and she is hereby authorized to include the amounts listed into the 1985 budgets of the Departments specified below and as defined on the attachments: Departments: AMOUNTS Coroner's Fund Planning/Building Department Shoreline Commission Planning commission $1,100.00 4,371. 00 225.00 375.00 ORDERED this /~ day of January, 1986. 'lot. 12 rAGE ~t) 1 78 TO: Board of Jefferson County Commissioners HL: Request for Emergency Appropriation December 20. 1985 Date Gentlemen: Please be advised that after a thorough examination of my current budget it appears that the budgeted amount in BARS Account Number 00630.558.60 of $ 1.670.00 of the Current Expense Fund is insufficient to pay necessary expenses of this department for this year. After a careful examination o~ the expenditures under this fund in previous years, and a thorough examination of the present needs of this department under the current y¿ar, I estimate that it will be necessary to have an additional appropriation in the form of an emergency appropriation in the approxi- mate amount of $ 375.00 for this current year for the following reasons: Personal benefits for the secretary were miscalculated. Travel expenses were greater than anticipated. More members claimed expenses in 1985 than 1984. In 1985 there were many changes in the membership. After a careful examination o~ the expenditures under this fund in previous years, and a thorough examination of the present needs of this department under the current year, I estimate that it will be necessary to have an additional appropriation in the form of an emergency appropriation in the approxi- mate amount of ~2 .591.00 for this current year for the following reasons: See the attached statement. Some or portions of these costs can be taken care of by budget transfers. 1. Extra appropriations were required for salaries and wages under associate planner. This was a result of one planner leaving and a new planner being trained, 2. Personal benefits were greater than budgeted. 3. A new expense, county printing, was miscalculated and under-budgeted, 4. One payment for professional services budgeted for 1986 was paid in 1985. This was for the contract planner doing the aquaculture study, 5. Unanticipated travel expenses occurred as a result of the contract planner for the aquaculture study and a technician for the emergency service numbering system being assigned to the staff. 6. Advertising costs for applications and permits were higher than anticipated due to both the number and complexity of permits. 7, The December 1984 bill for the rental of cars and the postage meter was received and paid in 1985, Therefore, thirteen months of rental costs were paid in 1985, rather than the budgeted twelve months. 8. An additional membership fee for the Jefferson County Homebuilders Association was received in 1985. It was not included in the 1985 budget. This membership has been eliminated for 1986. 9, Registration costs for conferences and seminars were higher than anticipated. This is partially due to costs associated with the contract planner for the aquaculture study being on staff and training sessions for the new staff planner. 10. The addition and reorganization of the office's computer system resulted in unforeseen set-up costs, partially off-set by revenue. 11. Printing and binding costs were greater than budgeted. This is due to an increase in per copy costs and increased usage (addition of the aquaculture study). After a careful examination o~ the expenditures under this fund in previous years, and a thorough examination of the present needs of this department under the current yçar, I estimate that it will be necessary to have an additional appropriation in the form of an emergency appropriation in the approxi- mate amount of $ 1,820.00 for this current year for the following reasons: The sick leave cash-out for the former building official was miscalculated in 1984. Payment for this miscalculation was made in 1985, resulting in a deficiency of funds under salaries and wages for the building official. Personal benefits were greater than anticipated. Accordingly, I request permission from the Board of County Commissioners for an emergency appropriation in the sum of $ 1,820.00 for the cur- rent year. Plnq. &B dq.
