RESOLUTION NO. 44-86
HEARING NOTICE
PROPOSED BUDGET APPROPRIATION
JEFFERSON COUNTY PLANNING/BUILDING DEPARTMENT
WHEREAS, the Jefferson County PlanningiBuilding Department
has insufficient funds in its 1986 Budget of Expenditures to cover
additional expenditures in the amount of $61,976.00 which were not
anticipated at the time of preparing the budget; and
WHEREAS, it appears to the Board of Jefferson County
Commissioners that a need and emergency exists that could not have
been foreseen or contemplated at the time of making said budget and
the sum of $61,976.00 is necessary to meet such need and emergency
and is for the best interests of Jefferson County that the appropria-
tion be made; now, therefore,
BE IT RESOLVED, that an emergency is hereby declared and
that an appropriation be made for the Jefferson County Planning/
Building Department in the amount of $61,976,00 for the purpose of
funding the shellfish protection and baseline study of Hood Canal,
to be reimbursed by the Washington State Department of Ecoloby
through a Shellfish Protection Plan Grant and a 205J Grant.
BE IT FURTHER RESOLVED, that a public hearing be held on
said emergency appropriation arid that said hearing be held in the
County Commissi.oners I Chambers, Courthouse, Port Townsend, Washing-
tion, on the 16th day of June, 1986, at the hour of 3:00p.m., and
that notice of said hearing be published in the official newspaper
of Jefferson County, and that at said hearing any interested tax-
payer may appear and be heard for or against the appropriation for
suçþa'lleged emergency.

Please be advised that after a thorough examination of my current budget
it appears that the budgeted amount in BARS Account Number 01420
of $ 165,047.67 of the Current Expense ,Fund is.insu~ficient to pay
~ecessary expenses of this department for this year. After a careful
examination of the expenditures under this fund in previous years, and a
thorough examination of the present needs of this department under the
current year, I estimate that it· will be necessary to have an additional
appropriation in the form of an emergency appropriation in the approxi-
mate amount of $ 61,976,00 for this current year for the following
reasons:
Two grant contracts have been secured with the washíngton State Department of
Ecology to complete studies of the Quilcene and Dabob Bays and Hood Canal watersheds.
The costs for the studies will be reimbursed through the grant contracts.
Accordingly, I request permission from the Board of County Commissioners
for an emergency appropriation in the sum of $ 61,976.00 for the cur-
rent year. .
