WHEREAS. the Jefferson County Board of Commissioners has reviewed a road vacation
petition submitted by Otto and Kristin Smith; and .
WHEREAS. the Jefferson County Board of Commissioners held a public hearing on the road
vacation petition on June 9. 1986; and
WHEREAS. the Jefferson County Board of Commissioners considered testimony of the
public, comments from applicable departments. agencies and offices, and recommendation for
the Jefferson County Public Works Department and Jefferson County Planning Commission at
the public hearing; and
WHEREAS. the Jefferson County Board of Commissioners determined at the public hearing
that the public will benefit from the vacation of the alley and such vacation complies with
the Jefferson County Comprehensive Plan and other applicable plans, policies or ordinances;
and
WHEREAS, compensation required pursuant to RCW 36.87.120 and Jefferson County Road
Vacation Ordinance No, 3-85 has been met.
NOW. THEREFORE BE IT RESOLVED that the following be vacated and abandoned pursuant to
ROW 36.87.140 and Jefferson County Road Vacation Ordinance No. 3-85: all that portion of
the seven (7) feet in width by 294 feet in length alley laying between Block 2 of the Plat
of Correias Addition to Irondale, as recorded in Volume 3, Page 8 of Plats. and Block 5 of
the Plat of Phillips Addition to Irondale as recorded in Volume 2, Page 130 of Plats.

REQUEST
The request is to vacate an unimproved alley in lying between Block 2 of the Plat of
Correias Addition to Irondale, and Block 5 of the Plat of Phillips Addition to Irondale.
The alley requested for vacation measures 294 feet in length and 7 feet in width. The area
is located in the town of Hadlock, Washington, in Section 2, Township 29N. Range 1 West,
W.M.
The principal petitioners are requesting the road vacation in order to acquire
addi tional property, and state that the alley is not needed in the overall circulation
plannilijl for the county; the petitioners own all of the lots adjacent to the alley.
FINDINGS
1. A petition for vacation of a county road is made pursuant to the Jeffe~son County Road
Vacation Ordinance and is subject to its requ1r~nts and criteria.
2. Notice of the proposed vacation was made to appropriate agencies and adjacent property
owners. Response by agencies is shown under "AGENCY RESPONSES"; response by property
owners under "TESTIMONY".
3. 'Review of the proposed vacation by the Jefferson County Planning Commission is
scheduled for June 4, 1986. Notice of the aeeting was made by 11811 to all petitioners
and abutting property owners.
4. A public hearing was scheduled by the Jefferson County Board of COIIIBissioners for
Monday, June 9, 1986,at 2:00 p... in their chambers at the county courthouse in Port
Townsend. Public notice of the hearing was made by publishing legal notices in the
May 28 and June 4, 1986, editions of the Port Townsend Leader and posting the subject
site with notices.
AGENCY RESPONSES
1. The Jefferson County Public Works Department recouended that the vacation be
approved.
2. The Jefferson County Assessor I s Department stated that the assessed value of the
vacation request is $1235.00. Compensation for the vacated area, determined at a rate
of 50% of the assessed value of the property would equal $617.50.
3. The Pacific Northwest Bell Telephone Coapany bad no objection to the request, stating
that there are no telephone cables in the alley. They further state that there may
be individual service wires of which there is no record, and they wish to retain the
ria:ht to mnWn thea it any are present. .
4. Jefferson County Sheriff's Office made no response to the request.
5. The Puget Sound Power and Light COIIpany made no response to the request.
6. The Ellergency Services Council aade DO response to the request.
7. The Cht.acua Fire Protection District No.1 made no response to the request.
8. The Jefferson County Planning and Building Department has no objection to the
vacation request, and made the additional cOJlllllents that: (1) The area is
designated as residential by the Tri-Area Co_unity Development Plan. The
residential,develoPlR8ntuand motorized-tr.anspol'tatiim and, circulation sections of
the plan apply to the request,and (2) The alley is not within the trail corridor
of the Jefferson County Park, Recreation and Open Space Plan.
9. Port Townsend Utilities !lade no response to the request.
TESTIMONY
No testimony was received concerning this vacation request.

PLANNING COMMISSION RECXØlENDATION
The Jefferson County Planning CODllllission reviewed the request, findings and, agency
responses at their aeeting on June 4, 1986. The COIIIIRission reCOlllll1ended that the vacation
request be approved.
BOARD OF COUNTY COMMISSIONERS ACTION
The Board of Commissioners reviewed the request, findings and agency
responses,conditions of approval and the Planning Commission's recommendations at the
Public Hearing on June 9, 1986. Mr. Otto Smith, principal petitioner. spoke for the
request. As no other persons were present to speak for or against the vacation, the
Board voted to accept the petition subject to payment of compensation.
